No building sewer shall be constructed or installed without a permit issued by the Village. The owner or his or her agent shall make application for a permit on a form provided by the Village. The permit application shall be supplemented by plans, specifications and other information deemed necessary by the Village.
There shall be two classes of building sewer permits:
A. 
Permits for domestic wastewater, including residences, institutions and public facilities; and
B. 
Permits for industrial wastewater.
A permit and inspection fee as established by the Village shall be paid at the time of submitting an application for a building sewer permit.
The applicant for a building sewer permit shall notify the Village when the building sewer is ready for connection to the sanitary sewer. The connection shall be made under the supervision of the Village.
The owner shall indemnify the Village from any loss or damage to Village improvements that may be directly or indirectly occasioned by the installation of the building sewer and its connection to a sanitary sewer.
All costs and expenses incident to the construction and installation of a building sewer shall be borne by the owner.
The size, slope, alignment and materials of construction of the building sewer and the methods to be used in excavating, placing of the pipe, jointing, testing and backfilling shall conform to the requirements of Chapter SPS 383, Wis. Adm. Code.
Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. In buildings where the building drain is too low to permit gravity flow to the sanitary sewer, sewage carried by the building drain shall be lifted and discharged to the building sewer by facilities and means in conformance with Chapter SPS 383, Wis. Adm. Code.
All excavations for a building sewer shall be adequately guarded with barricades and lights so as to minimize hazards to the public. Streets, sidewalks, parkways and other public property disturbed in connection with the installation of a building sewer shall be restored.
