GENERAL REFERENCES
Vehicles and traffic — See Ch. 260.
A.
Any resident/property owner of the Borough of Zelienople may file
an application with the Borough for the designation of a handicapped
parking space. All applications are to be delivered to the Borough
Building located at 111 West New Castle Street, Zelienople, PA 16063.
B.
Applications for the establishment of a new handicapped parking space
shall be available at the Borough Building.
C.
All applicants must have a current, valid handicapped license plate
or placard issued by the Commonwealth of Pennsylvania at the time
the application is submitted to the Borough.
D.
All applications are to be completed in their entirety, including
any applicable fee. An incomplete application shall be denied by the
Borough.
E.
All applications are to be accompanied by an application fee of $75.
This fee may be changed from time to time by resolution of the Borough
Council.
F.
Once a complete application is received, it shall be submitted to
the Chief of Police so that a study may be completed to determine
whether a handicapped space is appropriate for the requested location.
The study may include but is not limited to considering the following
factors:

The Chief of Police shall submit the findings of his study to Borough
Council for a final decision.
H.
The granting of a handicapped parking space shall be formalized by
resolution of Borough Council.
A.
Each handicapped parking space granted by Borough Council shall be
renewed on an annual basis.
B.
Applications for the renewal of a handicapped parking space shall
be available at the Borough Building.
C.
Applications for renewal must be submitted to Borough Council between
January 1 and January 31 of each calendar year.
D.
All renewal applications must be accompanied by a renewal fee of
$10. This fee may be changed from time to time by resolution of Borough
Council.
E.
All renewal applications are to be completed in their entirety, including
any applicable fee. An incomplete application shall be denied by the
Borough.
F.
Complete renewal applications shall be submitted to the Police Chief
for review and then forwarded to Borough Council for a final determination.
G.
Once a permit is not renewed for any reason, any application by the
same applicant shall be considered a new application.
H.
All handicapped parking spaces existing in the Borough prior to the
passage of this chapter shall remain valid, and no new application
shall be required.
The Borough of Zelienople hereby expressly reserves the right
to remove any handicapped parking space at any time by action of Borough
Council.
This chapter applies only to requests for handicapped parking
made by individuals within the Borough and has no effect on existing
or future handicapped parking made available by the Borough for the
public in general, including but not limited to metered handicapped
parking.
