No building shall hereafter be erected and no existing building shall be moved, structurally altered, rebuilt, added to or enlarged, nor shall any land be used for any purpose other than those listed as permitted uses in each zone, until an appropriate permit as required in this chapter has been applied for and granted by the Zoning Officer.

The duty of administering and enforcing the provisions of this chapter shall be conferred upon the Borough Zoning Officer, who shall be appointed by the Borough Council for a one-year term. Enforcement shall include, but not be limited to, the commencement and prosecution of any appropriate legal action or other proceeding necessary to both ensure compliance with the provisions of this chapter and prevent or remedy any illegal act, business, conduct, use or action which is in contravention or violation of this chapter.

A. 
It shall be the duty of the Zoning Officer or his duly authorized assistants to cause any plans, buildings or premises to be inspected during the daytime in the course of his duties.
B. 
Remedy order by Zoning Officer. Where the Zoning Officer, in the course of his duties, determines that any plans, buildings or premises are in violation of the provisions of this chapter, he shall order the responsible party, in writing, to remedy such conditions. Such written order shall specify the nature of the violation found to exist, the remedy ordered and time permitted for such action, the penalties and remedies which may be invoked by the Borough and the violator's rights of appeal, all as provided for by this chapter and the laws of the State of New Jersey.
C. 
Construction Code Official; building permits; certificates of occupancy. A copy of the written order shall be transmitted to the Construction Code Official, who shall thereupon refuse to grant such applicant a building permit or certificate of occupancy until the above violations have been remedied. Where such violations apply to an existing structure or use, the Construction Code Official shall cause the certificate of occupancy for the building or premises in question to be held null and void. A new certificate of occupancy shall be required for any further use of such building or premises.
D. 
Application file. An individual permanent file for each application for any permit provided for by this chapter shall be established at the time the application is made. Such file shall contain:
(1) 
One copy of the application and all supporting documents, maps and plans.
(2) 
Notations regarding pertinent dates and fees and the like.
(3) 
As appropriate, the date the permit applied for was issued or denied by the Zoning Officer.
(4) 
Copies of any actions or resolutions taken by other municipal officers.
E. 
Monthly report.
(1) 
The Zoning Officer shall prepare a monthly report for the Borough Council.
(2) 
Such report shall cite:
(a) 
All actions taken by the Zoning Officer, including all referrals made by him.
(b) 
All permits and certificates issued and denied.
(c) 
All complaints of violations received and all violations found by him.
(d) 
The action taken by him consequent thereon.
(3) 
A copy of this monthly report shall also be transmitted by the Zoning Officer to the Tax Assessor and the Joint Land Use Board at the same time it is transmitted to the Borough Council.
