The right-of-way for a road shall be as set forth in § 170-20B(3) of this Code. The variance in width shall depend on the location, size and nature of the area with its accompanying traffic problems. All rights-of-way shall be approved by the Engineer and Council.
The roadway shall be graded from a minimum of 26 feet to a maximum
of 30 feet, depending on the location, size and nature of the area
with its accompanying traffic problems. All graded widths shall be
established by the Engineer and Council.
Provisions shall be made for such drainage facilities as cross
drains, runoffs and culverts, which will adequately carry off stormwater
without erosion of the roadway. Provision shall also be made for subsurface
drainage where required by the Engineer. It may be necessary to construct
paved gutters if sufficient runoffs cannot be found due to the built-up
nature of the area. All drainage facilities shall be approved by the
Engineer and Council.
The roadway shall be paved with a width of from 16 feet to 20
feet, depending on the location, size and nature of the area with
its accompanying traffic problems. All pavement widths shall be determined
by the Engineer and the Council. There shall be a five-foot shoulder
provided on each side and sufficient width for proper ditching.
The type of paving shall be for a seven-inch improved pavement.
It shall have the base of four inches in depth compacted of two-and-one-half-inch
crushed stone ballast bound up with Grade B screenings. Where conditions
of terrain, soil and drainage make it practicable, a substitute base
of eight inches of Clinton vicinity shale, bank-run gravel or Holland
white gravel may be constructed with prior approval of the Engineer
and Council. The pavement surface shall be one of the following types:
A.
Two inches compacted of one-and-one-half-inch crushed stone or crushed
gravel penetrated with 1.90 gallons per square yard of Tar Grade RT-11
or 12 Asphalt OA-4 (cold measure), covered with three-fourths-inch
or five-eighths-inch crushed stone or crushed gravel chips and then
covered with one inch compacted of bituminous concrete premixed surface
pavement. All work shall be done under the New Jersey highway specifications
or the equivalent and shall be approved by the Engineer.
B.
Three inches compacted of one-and-one-half-inch crushed stone or crushed gravel penetrated with two applications of the same grades of bituminous material as mentioned in Subsection A above, the first application being 1.75 gallons per square yard (cold measure) and covered with three-fourths-inch or five-eighths-inch crushed stone or crushed gravel chips and the second application being approximately 0.80 gallon per square yard (cold measure) and covered with three-eighths-inch crushed stone or crushed gravel chips. All operations shall be completely rolled with a ten-ton roller. After 30 days, a seal coat of 1/3 gallon per square yard of Tar Grade RT-7 or 8 or Asphalt RC-2 or 3 shall be applied and covered with 25 pounds per square yard of three-eighths-inch crushed stone or gravel chips and rolled. All work shall be done under the New Jersey highway specifications or the equivalent and shall be approved by the Engineer.
The Council, in its discretion, may refuse to approve or accept
any road, notwithstanding compliance with all the provisions of this
article, when, in its judgment, the public interest renders such approval
or acceptance inadvisable.
