A.
This chapter is for the purpose of regulating all games of chance
held, operated or conducted within the Borough, pursuant to the acts
of the Legislature of the State of New Jersey known as the "Bingo
Licensing Law" and the "Raffles Licensing Law"[1] and in accordance with the rules and regulations issued
or to be promulgated by the Legalized Games of Chance Control Commission
in the Department of State of the State of New Jersey.

All applications, licenses and proceedings in connection therewith
shall be subject to the provisions of the acts and the rules and regulations
and to any laws, rules and regulations hereafter enacted and shall
be further subject to the provisions of this chapter.

No licensee authorized by law shall hold, operate or conduct
any game of chance at the place where the game of chance is being
conducted under any license except between the hours of 1:00 p.m.
and 12:00 midnight.

No license to conduct a game of chance as authorized by law
shall be issued to any organization not having a bona fide situs established
in good faith within the State of New Jersey and not actively engaged
in serving one or more of the authorized purposes as defined by the
rules and regulations of the Legalized Games of Chance Control Commission.

No game of chance shall be conducted under any license at any
time during which a general, municipal, primary, special or Board
of Election election is being held, while the polls are open for voting.

Subject to the terms and conditions hereof and in accordance
with law, legalized games of chance may be licensed by the Borough
of Milford upon application to the Borough therefor, in accordance
with this chapter and the statutes in such cases made and provided.

Any organization eligible to hold a license to conduct a legalized
game of chance may apply for the same to be held on Sunday by filing
an application therefor with the Borough Clerk in accordance herewith,
and such license application shall be considered for approval by the
municipal governing body. Said application shall contain a designation
of the legalized game of chance proposed, the full name and address
of the applicant and the time and place proposed for said game of
chance.

For each and every bingo and game(s) of chance application,
there shall be an application fee of $10.
