No person, persons, firm or corporation shall keep any gaming
table or any house or other place for the purpose of gambling; and
for the purposes of this chapter, any person, persons or place of
business which operates any device, game or contrivance, or receives
or disseminates information, upon which money or any other thing is
bet or wagered shall be considered to be gambling or operating a gambling
device or table, as the case may be.
This chapter shall not apply to games, acts, devices or contrivances
which have been or shall be held by the courts not to constitute gambling,
nor shall it apply to games, acts, devices or contrivances for which
a license or permit shall have been granted.
