No person shall permit a dog to run at large, and it shall be the responsibility of the owner of a dog to keep same confined to the owner's property or to be under the direct control of the owner when not confined to the owner's property. "Direct control" is the power to manage and direct said dog and is not limited to physical control of the dog.
The owner of every female dog in heat shall confine such female dog to a building or secure enclosure.
All vicious animals or those having known propensities to cause damage shall be confined by the owner within a building or secure enclosure and/or shall be securely muzzled or caged whenever off the premises of its owner. An animal shall be considered a vicious animal if the animal has attacked or attempted to attack a person on a public street, thoroughfare, or other public place in this County, and a complaint has been made to the County concerning the same, and the owner of the animal has been notified in writing by the County of the attack or attempted attack.

All dogs prior to the age of four months shall be immunized against rabies as required by KRS 258.135.
No dog which is owned by or which has become the property of the Humane Society or animal shelter shall be released for adoption without being sterilized or without a written agreement from the person adopting guaranteeing that such animal will be sterilized. A deposit in an amount set by the Fiscal Court shall be made to the County Humane Society the time of adoption and shall be refunded upon receipt of proof of sterilization signed by the veterinarian performing same.

A. 
No owner shall fail to provide his dog with sufficient good and wholesome food and water, proper shelter and protection from the weather, veterinary care when needed to prevent suffering, and with humane care and treatment.
B. 
No person shall abandon, beat, torment, overload, overwork or otherwise abuse any dog or cause, instigate or permit any dog fight or other combat between animals.
C. 
No dog shall be confined on a chain less than 12 feet in length.
D. 
The operator of any vehicle whose vehicle, vehicle load or vehicle equipment is involved in an accident resulting in injury or death to any dog shall immediately stop and ascertain the extent of injury or damage and shall notify the appropriate law enforcement agency.
E. 
No person shall expose any known poisonous substance, whether mixed with food or not, so that the same shall be liable to be eaten by any dog, provided that it shall not be unlawful for a person to expose on his own property common rat poison mixed only with vegetable substances, and such poison shall be placed in locations inaccessible to larger animals.
The owner of every dog shall be responsible for the removal of any excreta deposited by his or her dog(s) on public walks, recreation areas, or private property.
Veterinary hospitals not breeding dogs and public dog shelters will be exempted from the requirements of this Part 1.
