There shall be established the Henderson Emergency Communications
Center for the use of the 911 emergency communications number.

A.
There is established, imposed and implemented a monthly service fee
on active water meters provided to occupied households and businesses
in the Henderson County, Kentucky, calculated at $3.25 per month per
active residential and commercial water meters and the charge shall
be deemed to be part of the water bill.
B.
An active water meter is defined as any water meter that is producing
revenue.
C.
Every water company, water association, water district, or other
entity operating a water distribution system in Henderson County,
Kentucky shall collect the herein established service fee and remit
amounts so collected, on not less than a quarterly basis, to the Emergency
Communication 911 Fund administered by the City of Henderson, Kentucky
and shall be permitted to withhold a sum of said monies collected
equal to the actual costs of administration and collection of this
service fee up to, but not exceeding, 6% of the fees collected.
A.
There is hereby established a Henderson County "911" Advisory Board,
which shall be comprised of the same members of the Advisory Board
for the Henderson Emergency Communications Center as set forth in
the Interlocal Agreement dated April 7, 1980, and which shall be comprised
of the following individuals:
(1)
Henderson City Police Chief or designee.
(2)
Henderson City Fire Chief or designee.
(3)
Henderson County Sheriff or designee.
(4)
Representative of all Henderson County Volunteer Fire Departments
as appointed by the Henderson County Chiefs Association or designee.
(5)
Operations Director of the Henderson Ambulance Service or designee.
(6)
The Working Supervisor of the Henderson Emergency Communications
Center.
(7)
The Henderson County Disaster and Emergency Service Director. If
this position is unfilled or vacant, the Board shall be comprised
of only seven members.

A representative of the Henderson County Fiscal Court or designee.
B.
The Board shall meet quarterly and the Chairperson shall call special
meetings upon written notice delivered to the members at least seven
days prior to any special meeting.
C.
The Board shall continuously monitor the procedures established for
the operation of the "911" system and make recommendations to the
Henderson County Fiscal Court and the Henderson City Commission for
effective implementation of the emergency telephone system.
D.
Appointed representatives shall serve at the pleasure of the appointing
authority.
