No railroad company, its agents or employees shall obstruct by trains, traffic-control devices, or by any other means, any part of any highway, road, street, alley or public way within the limits of Henderson County for more than five minutes at any one time, unless such stopping or standing is caused by circumstances beyond the control of the railroad company, its agents or employees.

Any railroad company or person who violates any provision of § 214-1 shall be fined not less than $50 nor more than $500 for each violation.
