The office of City Administrator is hereby created.

The City Administrator shall be appointed by the Mayor with approval of a majority of elected members of the Board of Alderpersons for an indefinite term. He/she shall be at least twenty-five (25) years of age and shall be chosen solely on the basis of his/her qualifications. The choice of City Administrator shall not be limited by residence qualifications. He/she shall be part-time and salaried as may be determined from time to time by the Board of Alderpersons.

Before entering upon the duties of his/her office, the City Administrator shall take and subscribe to an oath or affirmation before the City Clerk that he/she possesses all the qualifications prescribed for his/her office by law, that he/she will support the Constitution of the United States and of the State of Missouri, provisions of all laws of the United States and the State of Missouri and the ordinances of the City of Greendale and that he/she will faithfully demean him/herself while in office.

The City Administrator, before entering upon the duties of his/her office, shall file with the City a bond of twenty-five thousand dollars ($25,000.00) approved by the Board of Alderpersons and conditioned upon the faithful and honest performance of his/her duties and the rendering of full and proper accounts of the City for funds and property that shall come into his/her possession or control. The cost of the bond shall be paid by the City.

The City Administrator shall serve at the pleasure of the appointing authority. The Mayor, with consent of the majority of the Board of Alderpersons, may remove the City Administrator from office at will and such City Administrator may also be removed by a majority of all members elected to the Board of Alderpersons, independently of the Mayor's approval or recommendation. If requested, the Mayor and Board of Alderpersons shall grant the City Administrator a public hearing within thirty (30) days following notice of removal. In the interim, the Mayor or the Board of Alderpersons may suspend the City Administrator from duty with pay. If the City Administrator shall be removed for acts of dishonesty or of moral turpitude, such salary shall not be continued.

A. 
The City Administrator shall be the Chief Administrative Assistant to the Mayor and as such shall be the administrative officer of the City government. No member of the Board of Alderpersons shall directly interfere with the conduct of any City employees' duties that are subordinate to the City Administrator, except at the expressed direction of the Mayor. The City Administrator shall be responsible to the Mayor and Board of Alderpersons for proper administration and management of City government business, officers and employees of the City. To that end, he/she shall have the power and responsibility to:

When it is necessary to fill vacancies in appointed positions or employees, the City Administrator shall submit the names of individuals for approval by the Mayor and Board of Alderpersons. The City Administrator may recommend removal or suspension of any such appointee or employee when it would be in the best interest of the City and the Board of Alderpersons shall give weight to such recommendations. All suspensions or terminations must be approved by a majority of the Board of Alderpersons.
2. 
Recommend, for adoption by the Board of Alderpersons, accounting/office procedures and standard personnel procedures, positions, classifications and pay schedules for all employees.
3. 
Prepare performance appraisals for City employees (City/Court Clerk, Assistant City/Court Clerks) annually and review with the Mayor and Board of Alderpersons.
4. 
Assist the Mayor and City Treasurer in preparing the proposed budget annually and submit it to the Board of Alderpersons no later than the second (2nd) Board meeting prior to the end of the fiscal year (March Board meeting) with a written message describing important features and changes and supporting documentation.
5. 
Supervise the preparation and perform an accuracy review of monthly budget vs. actual, balance sheet and check listing reports for submission to the City Treasurer at least one (1) week prior to each month's Board meeting.
6. 
Supervise and perform an accuracy review of deposits, warrants and bill payments, payroll system entries and timesheets, purchases and inputs to Quick Books Pro done by the City Clerk.
7. 
Insure that all County, State and Federal reports and actions, including those mandated by State Statute, are done accurately and in a timely manner.
8. 
Attend Board of Alderpersons and Commission meetings every month. The City Administrator will provide a written report by the Friday before each monthly Board meeting to keep the Mayor and Board of Alderpersons updated on City government activities and developments.
9. 
Insure that the agenda, minutes, proposed ordinances and financial reports are emailed to the Board of Alderpersons, other City Officials and the City website by the Friday before each Board of Alderpersons' meeting and that copies of same are available to the public at the monthly meetings.
10. 
Account to the Mayor and Board of Alderpersons for any actions taken when requested to do so and at all times be subject to supervision, control and direction of the Mayor and Board of Alderpersons.
11. 
Perform such other duties as may be required by the Board of Alderpersons, not inconsistent with the State's Statutes, laws or City ordinances.

The City Administrator shall also be a Deputy City Clerk, shall have and perform all of the powers, rights and duties of the City Clerk in the event of their absence, illness or disability and shall act for and on their behalf, but shall receive no additional compensation therefor and on behalf of the City Clerk.
