A.
There
is hereby established a City Plan Commission which shall consist of
seven (7) members who shall serve without pay, including:
1.
The
Mayor, if the Mayor chooses to be a member,
2.
A member
of the Board of Alderpersons selected by the Board, if the Board chooses
to have a member serve on the Commission; and
3.
Not
less than five (5) nor more than fifteen (15) citizens appointed by
the Mayor and approved by the Board.

Terms of these members shall be for four (4) years, except that
the terms of those first (1st) appointed shall be for varying periods
so that succeeding terms will be staggered. Any vacancy in a membership
shall be filled for the unexpired term by the Mayor and approved by
the Board of Alderpersons. Such members shall be qualified voters
and residents of the City of Greendale for a period of at least one
(1) year immediately prior to their appointment.

B.
The City
Plan Commission shall elect its Chairman and Secretary from among
the citizen members and their term shall be for one (1) year.

A.
The City
Plan Commission shall have authority to prepare and submit to the
Board of Alderpersons for its approval a master plan for the development
of the City and to recommend from time to time, but not less than
annually, such modification of the plan as it deems necessary in the
interests of the City. The master plan may include, among other things:
1.
The
general location, character and extent of streets, bridges, parks
and playgrounds, waterways and other public ways, grounds and spaces;
2.
The
general location and extent of public property and public buildings;
3.
The
general location and extent of public utilities, whether publicly
or privately owned;
4.
The
removal, relocation, abandonment or change of use of such existing
or future public ways, grounds, spaces, buildings, property or utilities;
5.
The
general locations, character and extent of residential, commercial,
industrial and other uses of land; and
6.
The
general location and extent of any public housing or slum clearance
projects.

A.
The City
Plan Commission shall also act as the Zoning Commission and shall
have authority to prepare, adopt and recommend to the Board of Alderpersons
for enactment into ordinance a comprehensive plan for zoning the City
with such regulations as to the location, height, width and bulk of
buildings and other structures and the size of yards, courts and other
open spaces surrounding them and the use of such buildings, structures
and lands as it shall determine to be necessary or desirable for the
promotion of the health, safety, morals or general welfare of the
inhabitants of the City.
B.
The City
Plan Commission, as Zoning Commission, shall have power to hear applications
for amendments, modifications or revisions of the zoning ordinance
and shall forward the applications to the Board of Alderpersons with
its recommendations. The recommendations of the Commission shall not
be binding on the Board of Alderpersons which may approve or disapprove
the Commission's findings; provided however, no general City plan
or zoning ordinance or modification, amendment or revision shall be
considered by the Board of Alderpersons unless it shall have been
first submitted to the Commission for its examination and recommendation.
The Planning and Zoning Commission shall hold regular meetings
and special meetings as they provide by rule, and shall adopt rules
for the transaction of business, and keep a record of its proceedings.
These records shall be public records.
The expenditures of the Planning and Zoning Commission, exclusive
of grants and gifts, shall be within amounts appropriated for the
purposes of the Board of Alderpersons.
All public officials shall upon request furnish to the Planning
and Zoning Commission, within a reasonable time, all available information
it requires for its works.
