The following rules and regulations shall govern the sale of and distribution of water in the City of Appleton City, Missouri.

All water in any residence or business establishment shall be metered and measured through a water meter owned, installed and maintained by the City of Appleton City, Missouri.
Water rates are set out in Section 700.030 of Chapter 700.

A. 
Pursuant to Section 250.140, RSMo., a service user and/or property owner shall be jointly and severally liable to pay for the services rendered on their premises. As used in this Chapter, "services rendered" is defined as the utility service provided by the City of Appleton City in the form of metering and billing for water services and/or sewer services; as well as the utility service provided by the current contracted refuse disposal company in the form of weekly solid waste pickup. The City shall have the power to sue the service user and/or property owner in a civil action to receive any delinquent sums due for such services rendered, as well as administrative fees, late fees, and reasonable attorney fees; and/or place a lien on the property.

If a service user subject to a lease agreement vacates the premises, utility service for the new occupant (new service user) will not be started until all amounts due and owing on the property have been paid in full.

No connection shall be made to any water main or distribution line of the City water system until written application by the owner or tenant of the premises to be served is made to the City Collector and a water connection fee of fifty dollars ($50.00) plus cost of material paid at the time of requesting such service. This fee so paid to the City Clerk shall not be re-payable or returned to the person paying the same, but shall become the exclusive property of the City. All water connections or taps shall be made only by the authorized employees of the City of Appleton City, Missouri.

Water shall be available at the City barn to individuals who haul same at the rate of one dollar ($1.00) per hundred gallons. However, the City reserves the right, at any or all times, to prohibit the sale of water to any outside person not living within the corporate limits of Appleton City, Missouri, if it is deemed advisable by the Board of Aldermen of Appleton City, Missouri, and be for the purpose of preserving the supply of water.

Non-residents of the City who have dwellings located outside the City limits shall be permitted to connect to the City water mains, but said non-resident shall at his/her own expense, after proper application is made to the City Clerk, build his/her water service connection to the nearest adequate and available water main, all work to be done under the supervision of the Water Superintendent of the City of Appleton City, Missouri. For such monthly water service the non-resident shall pay the same rate charged to the residents of the City of Appleton City, Missouri.

The City of Appleton City, Missouri, reserves the right to discontinue water service in any part of the City at any time for the purpose of repairing, maintaining or making extensions to any part of the water system as well as to correct any situation that may arise as a result of any breakdown.

It shall be unlawful for any person or persons to tamper with, damage or destroy any part of the water meters, fire hydrants, or water system and no person or persons except duly authorized employees or agents of the City of Appleton City, Missouri, shall remove any meter, meter box cover, or tamper with the pressure to any of the property and if it becomes necessary to turn the water on or off, proper authority must be secured from the Water Superintendent.

The use of water for lawn sprinkling, scrubbing of sidewalks, driveways, washing of autos or trucks or the excessive use of water in any manner is prohibited at any time a fire or other emergency arises which constitutes a shortage of water or pressure.

No connections of any kind will be permitted between the water supply of the City of Appleton City, Missouri, and any privately owned water supply. If any such connections are made, water service will be disconnected immediately.

Any person or persons violating any of the provisions of this Article shall upon conviction be deemed guilty of an ordinance violation and shall be punished by a fine of not less than one dollar ($1.00) nor more than five hundred dollars ($500.00).
