The City of Shrewsbury shall be divided into three (3) Wards
designated as Ward 1, Ward 2 and Ward 3. The boundaries of Ward 1
shall be as set out in Exhibit A; the boundaries of Ward 2 shall be
as set out in Exhibit B; and the boundaries of Ward 3 shall be as
set out in Exhibit C; all three of which are on file in the office
of the City Clerk and are made a part hereof.

A.
A general
election shall be held in the City on the first (1st) Tuesday in April
of every year ending in an even number for the election of the following
who shall hold office for a term of two (2) years and until their
successors are elected and qualified to wit:

Terms Of Office. Commencing with the election in 1990 and
every four (4) years thereafter, the Mayor shall be elected for a
term of four (4) years and until his/her successor is elected and
qualified. A general election shall be held in the City on the first
(1st) Tuesday in April of every year ending in an odd number for the
election of one (1) Alderman for each Ward by the qualified voters
of the City and who shall hold office for a term of two (2) years
and until their successors are elected and qualified.

Rules and regulations governing the conduct of elections held
in the City including, but not limited to, selection of polling places
judges and clerks shall be under the jurisdiction of the Board of
Election Commissioners of St. Louis County, Missouri, in accordance
with Chapter 115, RSMo.

A.
Before
the name of any candidate for office shall be placed upon the official
ballot of this City, a certificate of nomination shall be made by
filing the same with the City Clerk, executed with the formalities
prescribed for the execution of an instrument affecting real estate
not earlier than 8:00 A.M. on the fifteenth (15th) Tuesday prior to
the election and not after 5:00 P.M. on the eleventh (11th) Tuesday
prior to the election. The election authority for the City shall receive
the ballot language not after 5:00 P.M. on the tenth (10th) Tuesday
prior to the opening of filing in at least one (1) newspaper of general
circulation in the municipality. In case of any vacancy in said nomination,
by resignation, death or otherwise, the certificate of nomination
to fill the vacancy shall be filed with the City Clerk not later than
ten (10) days before such election.
B.
In
addition to the filing of a certificate of nomination, a filing fee,
which is not refundable, in accordance with the schedule of fees hereinafter
set opposite the office for which such person is a candidate, shall
be paid to the City of Shrewsbury in cash at the same time the certificate
of nomination is filed; and no one shall be eligible as a candidate
nor shall his or her name appear on the ballot or be inserted on the
voting machine unless the requirements as set forth herein are met
within the time above prescribed.

C.
The
certificate of nomination, which may consist of one (1) or more writings,
shall contain the name of the person nominated, his/her residence,
occupation and the office for which he/she is nominated and also the
home address of the signer. The certificate for the office of Aldermen
shall be signed by electors residing within the ward and must contain
at least thirty-five (35) signatures. The certificate of nomination
for the office of Mayor shall be signed by electors residing within
the City of Shrewsbury and shall contain at least fifty (50) signatures.
D.
Each
signer shall declare in said certificate that he/she is a bona fide
supporter of the candidate sought to be nominated and has not aided,
and will not aid, the nomination of any other candidate for the same
office. If a signer appears on more than one certificate of nomination
for the same office, said signer shall become ineligible to be a bona
fide supporter of either candidate and shall not be counted as a signature
required.
No person shall be Mayor unless he/she be at least twenty-five
(25) years of age, a citizen of the United States and a resident of
the City at the time of and for at least one (1) year next preceding
his/her election.

No person shall be an Alderman unless he or she is at least
eighteen (18) years of age, a citizen of the United States, and an
inhabitant and resident of the City for one (1) year next preceding
his or her election, and a resident at the time he or she files and
during the time he or she serves, of the ward from which he or she
is elected.

A.
The
Mayor and Board of Aldermen shall have power to call a special election,
without any further ordinance upon any question which requires a special
election.
B.
Special
elections shall be governed by the General Election Laws of the State
of Missouri, and the polls shall be opened and closed according to
said General Election Laws.

A.
If
a vacancy occurs in any office, the Mayor or the person exercising
the duties of the Mayor shall cause a special meeting of the Board
of Aldermen to convene where a successor to the vacant office shall
be selected. The remaining balance, if any, of the term of such vacated
office shall be filled by election at the next regular municipal election
in the same manner as provided for the election to any elective office,
including the office of Aldermen, within the City.
B.
If
a vacancy occurs in any office not elective, the Mayor shall appoint
a suitable person to discharge the duties of such office until the
first (1st) regular meeting of the Board of Aldermen thereafter, at
which time such vacancy shall be permanently filled.
