Officers' Oath—Bond. Every Officer of the City and his/her assistants, and every Alderman, before entering upon the duties of his/her office, shall take and subscribe to an oath or affirmation before some Court of Record in the County, or the City Clerk, that he/she possesses all the qualifications prescribed for his/her office by law; that he/she will support the Constitution of the United States and of the State of Missouri, the provisions of all laws of this State affecting Cities of the Fourth Class, and the ordinances of the City, and faithfully demean himself/herself while in office; which official oath or affirmation shall be filed with the City Clerk. Every officer of the corporation, when required by law or ordinance, shall, within fifteen (15) days after his/her appointment or election, and before entering upon the discharge of the duties of his/her office, give bond to the City in such sum and with such sureties as may be designated by ordinance, conditioned upon the faithful performance of his/her duty, and that he/she will pay over all monies belonging to the City, as provided by law, that may come into his/her hands. If any person elected or appointed to any office shall fail to take and subscribe such oath or affirmation, or to give bond as herein required, his/her office shall be deemed vacant. For any breach of condition of any such bond, suit may be instituted thereon by the City, or by any person in the name of the City to the use of such person.

A. 
There shall be one (1) regular meeting of the Board of Aldermen which shall be held on the second (2nd) Tuesday of each month beginning at 6:00 P.M. at the Shrewsbury City Center or at such other place or time as the Board of Aldermen may designate.

B. 
Written notice of all meetings shall be prepared and posted by the City Clerk in conformance with Chapter 610, RSMo.
C. 
Special meetings of the Board of Aldermen may be called by the Mayor or at the written request of three (3) or more members of the Board.
D. 
An executive session or closed meeting of the Board may be called for any reason permitted by law by a majority vote of the members of the Board present. The vote of each member of the Board must be recorded on the issue of closing the meeting with the specific statutory reason for closing the meeting noted in the minutes. Attendance shall be limited to the Mayor and members of the Board; provided, however, that the Board may invite such persons as it requires for advice and information.
E. 
Four (4) members of the Board shall constitute a quorum to do business, but a lesser number may adjourn from time to time to conduct informal matters.
F. 
The Board of Aldermen shall cause to be kept a journal of its proceedings, and the "ayes" and "nays" shall be entered on any question at the request of any two (2) members. The Board of Aldermen may prescribe and enforce such rules as it may find necessary for the expeditious transaction of its business.
The Board shall elect one (1) of their own number who shall be styled "Acting President of the Board of Aldermen" and who shall serve for a term of one (1) year.

A. 
The business of all regular meetings of the Board shall generally follow the following order and format. However, the order and format may be modified by the Mayor or meeting Chairperson as necessary to facilitate its meetings.

3. 
Payment of bills.
4. 
Citizen comments.
5. 
Ordinances (if any).
6. 
Resolutions (if any).
7. 
Department Head and Mayoral reports.

B. 
Robert's Rules of Order shall apply to the procedure of the Board of Aldermen, and the Mayor or meeting Chairperson shall rule on all questions arising in meetings of the Board, and his/her ruling shall be final, except where an appeal shall be requested and seconded, then the Board shall rule on such question.
The style of the ordinances of the City shall be: "Be it ordained by the Board of Aldermen of the City of Shrewsbury as follows:" No ordinance shall be passed except by bill, and no bill shall become an ordinance unless on its final passage a majority of the members elected to the Board of Aldermen shall vote for it, and the "ayes" and "nays" be entered on the journal. Every proposed ordinance shall be introduced to the Board of Aldermen in writing and shall be read by title or in full two (2) times prior to passage, both readings may occur at a single meeting of the Board of Aldermen. If the proposed ordinance is read by title only, copies of the proposed ordinance shall be made available for public inspection prior to the time the bill is under consideration by the Board of Aldermen. No bill shall become an ordinance until it shall have been signed by the Mayor or person exercising the duties of the Mayor's office, or shall have been passed over the Mayor's veto, as herein provided.
Every bill duly passed by the Board of Aldermen and presented to the Mayor and by him/her approved shall become an ordinance, and every bill presented as aforesaid, but returned with the Mayor's objections thereto, shall stand reconsidered. The Board of Aldermen shall cause the objections of the Mayor to be entered at large upon the journal, and proceed at its convenience to consider the question pending, which shall be in this form: "Shall the bill pass, the objections of the Mayor thereto notwithstanding?" The vote on this question shall be taken by "ayes" and "nays" and the names entered upon the journal, and if two-thirds (2/3) of all the members-elect shall vote in the affirmative, the City Clerk shall certify the fact on the roll, and the bill thus certified shall be deposited with the proper officer, and shall become an ordinance in the same manner and with like effect as if it had received the approval of the Mayor. The Mayor shall have power to sign or veto any ordinance passed by the Board of Aldermen; provided, that should he/she neglect or refuse to sign any ordinance and return the same with his/her objections, in writing, at the next regular meeting of the Board of Aldermen, the same shall become a law without his/her signature.

A. 
Members of the Board shall occupy the respective seats in the Board Chamber assigned to them by the Mayor.
B. 
When recognized by the chair, a member shall confine himself/herself to the question under discussion, avoid personalities and refrain from impugning the motives or character of another member. No member shall address the chair or demand the floor while any vote is being taken or another member is addressing the Board.
C. 
No member shall vote for any bill in which he/she has a conflict of interest.
D. 
Every member present when a question is put shall vote either "aye" or "no" unless the Board shall, for special reasons so stated, excuse him/her from voting. Application to be excused from voting shall be made before the vote is called. The member having briefly stated the reason for his/her request, the decision thereon shall be made without debate. Upon every vote, the "ayes" and "nays" shall be called and recorded and every resolution or ordinance shall be reduced to writing before the vote is taken thereon.
E. 
Any member may appeal to the Board from a ruling of the chair. If the appeal is seconded, the member may briefly state his/her reasons and the presiding officer may briefly explain his/her ruling; but there shall be no debate and no other member shall participate in the discussion. For the purposes of this Section, the chair shall not vote on the question and a tie vote shall uphold the ruling of the chair.
F. 
Any member shall have the right to express dissent from or protest against any ordinance or resolution and have the reason therefore entered in the record. Such dissent or protest must be filed in writing, couched in respectful language and presented to the Board not later than the next regular meeting following the date of passage of the ordinance or resolution being objected to.
G. 
During the first (1st) meeting of May of each year, the Board of Aldermen shall elect one of their own number to serve as "Acting President of the Board of Aldermen". Whenever any vacancy shall occur in the office of the Mayor from death, resignation, removal from City, removal from office, refusal to qualify or from any other cause whatever, the Acting President of the Board of Aldermen shall for the time being, perform the duties as Mayor until such vacancy be filled or such disability is removed or, in case of temporary absence, until the Mayor returns.

A. 
The Office Of City Clerk Is Hereby Established. The person to fill the office of City Clerk shall be appointed by the Board of Aldermen at the first (1st) regular meeting following the election for Mayor and shall serve until his/her successor is elected by the Board of Aldermen and qualified.
B. 
The City Clerk may be removed from office by the Mayor with the approval of a majority of all the members of the Board of Aldermen or may be removed from office by a two-thirds (2/3) vote of all the members of the Board of Aldermen independently of the Mayor's approval or recommendation.
C. 
The person appointed to the office of City Clerk shall be a qualified voter under the laws and Constitution of this State.
D. 
Immediately following his or her appointment, the City Clerk shall take and subscribe to an oath or affirmation before a Court of Record in St. Louis County or from his/her predecessor in the office of City Clerk that he/she possesses all of the qualifications prescribed for his/her office by the Constitution and Statutes of the State of Missouri and the ordinances of the City of Shrewsbury, that he/she will support the Constitution of the United States and of the State of Missouri, the provisions of all laws of this State affecting Cities of the Fourth Class and the ordinances of the City of Shrewsbury and that he/she will faithfully demean himself/herself while in office. The official oath or affirmation shall be filed in the office of the City Clerk.
E. 
The City Clerk shall within fifteen (15) days after his/her appointment and before entering upon the discharge of the duties of his/her office give bond to the City in the amount of fifty thousand dollars ($50,000.00), with a surety approved by the Board of Aldermen and such bond shall be conditioned upon the faithful performance of his/her duty and that he/she will pay over all monies belonging to the City, as provided by law, that may come into his/her hands. The cost of said bond shall be paid by the City, however, should the City Clerk be covered by a blanket bond or insurance policy to the same extent, an individual bond shall not be required. If the person appointed to the office of City Clerk shall fail to take and to subscribe the oath or affirmation as required by Subsection (D) above or to give bond as required by this Subsection, his/her office shall be deemed vacant. If the City Clerk shall breach any of the conditions of such bond, suit may be instituted thereon by the City or by any person in the name of the City to the use of such person.
F. 
If a vacancy shall occur in the office of City Clerk, the Mayor shall appoint a person to discharge the duties of that office until the first (1st) regular meeting of the Board of Aldermen after the vacancy shall occur at which time such vacancy shall be permanently filled by appointment by the Board of Aldermen.
G. 
The City Clerk shall receive for the performance of his/her duties of office, such compensation as approved by the Board of Aldermen.
H. 
The City Clerk shall assist the Mayor and Director of Administration and Finance in the performance of their duties. The City Clerk shall have the following duties, powers, and privileges:
1. 
Be authorized to execute for and on behalf of the City of Shrewsbury, Missouri, such affidavits as may from time to time be required by law.
2. 
Keep a journal of the proceedings of the Board of Aldermen and shall keep and maintain all records and papers belonging to the City.
3. 
Administer official oaths as provided by the Revised Statutes of the State of Missouri and shall attest and affix the City Seal on all orders, drafts and warrants drawn on the City Treasury for money.
4. 
Manage the filing, maintenance and record keeping and file all notices in connection with special tax bills.
5. 
Maintain the official record of all ordinances and resolutions.
6. 
Arrange for mailing or publication of requests for bids and be responsible for the publication of notices of all required hearings or other official notices as required by law or requested by the Mayor or Board of Aldermen.
7. 
Train, instruct, and supervise the employees of the City Clerk's office as directed, including, but not limited to, the administrative functions of the Municipal Court and Prosecuting Attorney's office, and Building and Housing Department.
8. 
Responsible for the procurement of standardized forms for applications for permits and shall be responsible for the issuance of all permits.
9. 
Procure standardized forms and shall be responsible for the issuance and delivery to the proper officials of all applications for changes or amendments to zoning classification of any property within the City, any changes or amendments of the Zoning Ordinance, or for special use permits.
10. 
Serve as Secretary to Boards and Commissions as required and directed by the Mayor or Board of Aldermen.
11. 
Responsible for the receipt and filing of all performance and payment bonds required by the City.
12. 
Attend all Board of Aldermen meetings and special hearings or meetings of boards and commissions as directed by the Mayor or Board of Aldermen.
13. 
Prepare the agenda as directed by the Mayor for all regular and special Board of Aldermen meetings.
14. 
Responsible for the preparation and distribution of the minutes of the Board of Aldermen meetings and the minutes of any special hearings or meetings of boards and commissions as directed by the Mayor or Board of Aldermen.
15. 
Administer City elections and shall prepare and maintain records of letters of appointment for all appointed officials, Board or Commission members, and shall maintain a calendar of the termination of any term of an appointed official.
16. 
Maintain indices of all ordinances and minutes of the meetings of the Board of Aldermen.
17. 
Such other duties required by the Statutes of the State of Missouri, including, but not limited to Section 79.320, RSMo.
18. 
Assist the Director of Administration and Finance with the application for, the execution of, and the implementation of all Citywide grant programs (i.e., STP and CDGB grant program).
19. 
Assist the Director of Administration and Finance in keeping the public informed of the purposes and methods of the City government through appropriate media, including management of the Citywide email system and website.
20. 
Assist the Director of Administration and Finance to manage and oversee accounts and contractual relationships for Citywide goods and services, including the creation, issuance, and implementation of bids, RFPs, and RFQs for such equipment and services.
21. 
Responsible for assisting the Mayor and Director of Administration and Finance in the economic development of the City's commercially and industrially zoned properties, in order to maintain and enhance the City's economic viability.
22. 
Perform such other duties as may be requested by the Mayor or Board of Aldermen or as required by ordinance not inconsistent with the Statutes of the State of Missouri or laws and ordinances of the City of Shrewsbury or of St. Louis County.

A. 
The majority of the voters voting in the City of Shrewsbury on February 4, 1986, voted in favor of having the Mayor and Board of Aldermen of the City of Shrewsbury to appoint the Collector and Chief of Police (who shall perform all duties required of the Marshal by law). The Mayor, with the approval of the Board of Aldermen, is therefore authorized to appoint a Chief of Police who shall perform all of the duties required of the Marshal by law. The Collector of St. Louis County will act as the Collector of the City of Shrewsbury.
B. 
The Chief of Police shall be required to take and sign the oath of office prescribed by law and perform all duties required of him/her.

The Mayor shall, with the consent of the majority of the Board of Aldermen, appoint a City Treasurer, who shall possess the qualifications required by law of the other City Officers, and who shall, before entering upon the duties of his/her office, take the ordinary oath of office.

A. 
Appointment. The Mayor with the approval of the majority of the Board of Aldermen shall appoint an attorney at law who is duly licensed to practice in the State and Federal courts within the State of Missouri to serve as City Attorney and, until his/her successor shall be duly appointed and qualified.
B. 
Duties. The City Attorney shall attend all regular meetings of the Board of Aldermen each month unless excused by the Mayor and shall perform all the legal work necessary on behalf of the City of Shrewsbury. The work of the City Attorney shall not include that which shall be performed by the Prosecuting Attorney; however, nothing herein shall prevent the appointment of the same person to perform both the work of the City Attorney and that of the Prosecuting Attorney.
C. 
Compensation. The City Attorney shall receive such compensation for his/her duties as is provided by ordinance.

A. 
Appointment. The Mayor with the approval of the majority of the Board of Aldermen may appoint an attorney at law who is duly licensed to practice in the State and Federal courts within the State of Missouri to serve as Prosecuting Attorney and until his/her successor shall be duly appointed and qualified.
B. 
Duties. The Prosecuting Attorney shall perform the duties of Prosecuting Attorney at the Municipal Court at any time the Court is in session and shall handle all appeals therefrom involving the municipal ordinances.
C. 
Compensation. The Prosecuting Attorney shall receive such compensation for his/her duties as is provided by ordinance.
D. 
Prosecuting Attorney Pro Tem. If the duly appointed Prosecuting Attorney is unavailable to perform the duties described herein, the Mayor may appoint a Prosecuting Attorney Pro Tem to perform said duties until the duly appointed Prosecuting Attorney is able to reassume his/her duties.

A. 
Creation Of Position. The position of Director of Administration and Finance ("Director") is hereby created.
B. 
Appointment And Term. The Director shall serve at the discretion and pleasure of the Mayor and Board of Aldermen as described herein. Nothing in this Section requires the appointment and/or maintenance of the position of Director or makes the filling of said position mandatory. The Director shall be appointed by the Mayor with the approval of a majority of all of the Board of Aldermen and such appointment may be for a definite or an indefinite term of office.
C. 
Qualifications. The Director shall be chosen solely on the basis of education, experience, and executive and administrative qualifications. The Director shall hold, as a minimum, a bachelor's degree in accounting, finance, public administration, business administration or a closely related field from an accredited institution of higher education, at least five (5) years practical experience in the field of municipal finance/administration, or a related field.
D. 
Oath Of Office. Immediately following his or her appointment, the Director shall take and subscribe to an oath or affirmation before the City Clerk, or some other person authorized to administer oaths; that they will support the Constitution of the United States and of the State of Missouri; follow the provisions of all laws of the State of Missouri and the ordinances of the City of Shrewsbury and that they will faithfully demean themselves while in office.
E. 
Compensation. The Director shall receive for the performance of their duties of office, such compensation as approved by the Board of Aldermen.
F. 
Removal From Office. The Director shall serve at the pleasure of the Mayor and the Board of Aldermen. The Mayor, with the consent of a majority of all members of the Board of Aldermen, may remove the Director. The Director may also be removed by a two-thirds (2/3) vote of all members of the Board of Aldermen independently of the Mayor's approval or recommendation.
G. 
Full-Time Position. The Director shall devote full-time to the performance of his/her office in addition to any other offices held with the City and shall not hold outside employment for remuneration without the prior consent of the Mayor and the majority of all members of the Board of Aldermen.
H. 
Powers And Duties. The Director shall be the Chief Assistant to the Mayor and be responsible for the proper administration and management of the City's Administration and Finance Departments subject to the supervision and direction of the Mayor and the Board of Aldermen. The Director shall serve as a department head and carry out the following duties:
1. 
Administration.
a. 
Carry out all lawful policies established by the Mayor and Board of Aldermen.
b. 
Coordinate with all City departments in establishing short-term and long-range goals for the City for the approval of the Mayor and Board of Aldermen.
c. 
Responsible for assisting the Mayor in the economic development of the City's commercially and industrially zoned properties, in order to maintain and enhance the City's economic viability.
d. 
Attend all aldermanic meetings of the Board of Aldermen and, as requested, meetings of all aldermanic committees, boards, and commissions.
e. 
Serve as a liaison between the Mayor and Board of Aldermen and the various committees, boards and commissions of the City and their members.
f. 
Responsible for managing the office of the City Clerk, and all duties as designated by the Mayor and Board of Aldermen.
g. 
The Director has the responsibility and authority to investigate, examine or inquire into the affairs or operation of any department and shall report on any condition or fact concerning the City Government requested by the Mayor and/or Board of Aldermen.
h. 
Serve as information technology administrator in partnership with the City's information technology services consultant and data services provider. Evaluate and update technology to assure processes are streamlined with increased efficiency, providing real time data for better decision making, budget management, and improved communication with residents.
i. 
Serve as the public relations official for the City on all Citywide matters, subject to the Mayor's direction.
j. 
Administer zoning and land use policy, including the effective oversight of all applications related thereto, including:
(1) 
Drafting, editing and updating the City's Comprehensive Plan.
(2) 
Writing, updating and maintaining Title IV of the Shrewsbury Municipal Code.
k. 
Serve as the City's Floodplain Administrator in accordance with Section 445.230 of the City's Municipal Code.
l. 
Oversee the application for, the execution of, and the implementation of all Citywide grant programs (i.e., STP and CDGB grant program).
m. 
Responsible for keeping the public informed of the purposes and methods of the City government through appropriate media, including management of Citywide email system and website.
n. 
Manage and oversee equipment and associated accounts that are Citywide in nature, including the creation, issuance, and implementation of RFPs and RFQs for such equipment and services.
o. 
The Director shall not use his or her official authority or influence for the purpose of interfering with any Shrewsbury election while retaining the right to vote as he or she pleases. The Director shall take no active part in any Shrewsbury political campaign in the City or lend support to or oppose the candidacy of any person seeking elective office in the City.
2. 
Chief Financial Officer.
a. 
Safeguard the City's assets and follow financial and accounting principles, standards, and procedures set forth by City ordinances, statutes of the State of Missouri, and Federal laws, as well as the accounting and financial reporting standards established by the Governmental Accounting Standards Board (GASB) that follow Generally Accepted Accounting Principles (GAAP).
b. 
Serve as the Chairperson of the Finance Commission. Set agenda and manage meetings to evaluate draft budgets, employee compensation, internal financial statements, audited financial statements, and other topics as necessary.
c. 
Responsible for all treasury functions, including monitoring cash inflows and outflows, forecasting cash flow needs, credit rating agency relations, bank relations, investments, tax increment financing, community improvement districts, and debt management.
d. 
Prepare and present internal financial statements to the Mayor, Board of Aldermen, Finance Commission, and department heads.
e. 
Develop and maintain the City's financial accounting software to provide accurate, timely, and transparent financial reporting.
f. 
Supervise the Finance Department and oversee all financial and accounting operations.
g. 
Develop, document, and maintain sound financial controls, policies, and procedures, and otherwise ensure financial procedures are managed in accordance with the Municipal Code.
h. 
Manage the City's annual financial audit and serve as the primary liaison for external auditors.
i. 
Supervise the collection and deposit of all taxes and revenues, such as, but not limited to, sales, personal property, real estate, gasoline, cigarette and intangible taxes and road and bridge fund revenues, license and permit fees, Federal revenue sharing funds, and court fines.
j. 
Supervise in the manner prescribed by ordinance the purchase of all materials, supplies and equipment for which funds are provided in the budget or appropriated by the Board of Aldermen.
k. 
Serve as the City's Purchasing Agent in accordance with Section 135.010 of the City's Municipal Code.
3. 
City Treasurer.
a. 
The Director shall fulfill all City Treasurer duties and responsibilities referenced in Section 125.100, as well as all Treasurer duties and responsibilities referenced in the Statutes of the State of Missouri.
4. 
Budget Officer.
a. 
Responsible for assisting the Mayor to develop budgets with each department head for revenues generated and expenditures for personnel, operating, and capital needs for all City departments, and for preparing and presenting the operational and capital budgets.
b. 
Assist the Mayor with the process of developing a strategic plan and align departmental initiatives in the budget accordingly.
c. 
Assist the Mayor with the process of developing a strategic plan and align departmental initiatives in the budget accordingly.
d. 
Manage budget reporting and monitoring according to the annual budget approved by the Board of Aldermen.
5. 
Human Resources Director.
a. 
With the oversight of the Mayor, manage, update, and maintain the City's Personnel Manual to comply with new Federal and State employment laws; observe best practices for policies and procedures; and ensure all employees are aware of and understand new or updated content.
b. 
Recommend to the Mayor such related administrative rules and regulations, not inconsistent with law or established City policy, as may be necessary or proper for the efficient and economical conduct of the business of the City and for the effective management of the City's personnel in conjunction with the department heads and as directed by the Mayor.
c. 
Responsible for providing the Mayor with recommendations for the management of employee insurance benefits, retirement plans, payroll administration and tax reporting, employee and labor relations, compensation and classification, workers' compensation claims, and employee development.
6. 
Risk Management.
a. 
Oversee the City's insurance and risk management program, and assess and identify risks that could impede the safety and security of City employees.
b. 
Review and assess risk management policies and protocols.
c. 
Implement risk management solutions and safety and security policies.

A. 
The position of School Crossing Guard is hereby established. The Chief of Police shall recommend and submit names of persons for the positions of School Crossing Guards to the Board of Aldermen for its approval. Upon approval and acceptance by the Board of Aldermen, the person or persons so selected shall be instructed in the nature of the duties of the School Crossing Guard by the Chief of Police. The Chief of Police shall then assign the School Crossing Guards to duty stations and shall have general supervision over any and all School Crossing Guards.
B. 
In addition to the general supervision by the Chief of Police it shall be his/her duty and responsibility to assign School Crossing Guards to their respective duty stations, and it shall further be his/her duty to designate the time of duty for all School Crossing Guards.
C. 
The rate of pay for School Crossing Guards shall be such as is designated by ordinance. At the end of each school month, School Crossing Guards shall submit to the Chief of Police a monthly time sheet showing the hours and number of hours worked and where such work was performed during that month as a School Crossing Guard. Upon approval of the monthly time sheet, the Chief of Police shall then indicate thereon that he/she authorized and approves the said time sheet and shall then place it in the possession of the City Clerk for payment. All sums earned by School Crossing Guards shall be paid on or before the fifth day of the succeeding calendar month.

The Board of Aldermen shall have power to fix the compensation of all the officers and employees of the City, by ordinance. But the salary of an officer shall not be changed during the time for which he/she was elected or appointed.

A. 
Organization.
1. 
The Parks and Recreation Commission shall consist of nine (9) Commissioners at large to be appointed by the Mayor subject to the approval of the Board of Aldermen. All Commissioners shall be electors of the City; shall not be officers or employees of the City; and shall serve without compensation. The Chairman and Secretary shall be named by the Commissioners. Commissioners may elect to form subcommittees in particular areas of interest, i.e., athletic fields, Municipal Pool, and parks as necessary to ensure citizens needs are met.
2. 
Appointed Commissioners shall serve staggered terms of two (2) years. Terms run June 1 through May 31.
3. 
If an appointed Commissioner shall resign, or otherwise become unqualified prior to the expiration of their term, the Mayor will appoint a replacement for the balance of the unexpired term, subject to the approval of the Board of Aldermen. The Mayor may limit or extend the length of a Commissioner's appointment to maintain staggered terms, with the approval of Board of Aldermen.
4. 
Meetings of the Commission shall be determined by the Director of Parks and Recreation (the "Director") which may include joint meetings with the Board of Aldermen.
B. 
Duties And Responsibilities.
1. 
Act in an advisory capacity to the Mayor and the Board of Aldermen and the Director in matters and policies pertaining to parks and public recreation.
2. 
Assist in the planning of recreation programs; promote and stimulate public interest therein; and solicit to the fullest extent possible the cooperation of school authorities and public and private agencies.
3. 
Identify parks and recreation attitudes of individuals and organizations in the community.
4. 
Review and advise the Director on development plans, park expansion and opportunities.
5. 
Make recommendations to the Director for inclusion in the annual budget.
6. 
Record minutes of the proceedings of the Commission by the elected Secretary. A set of minutes of the Commission meetings shall be provided to the Director, Mayor and Board of Aldermen on a regular basis.
7. 
Submit recommendations and suggestions in writing to the Director on at least an annual basis.
C. 
Vacancies. Vacancies in the Parks and Recreation Commission shall be reported to the Mayor and shall be filled in like manner as the original appointments with each replacement appointed to serve the unexpired term.
D. 
Director Of Parks And Recreation. The Director of Parks and Recreation shall be an ex-officio member of the Parks and Recreation Commission acting in an advisory and consulting relationship and shall be entitled to attend all Commission meetings. The Director of Parks and Recreation shall have access to all the books, records and papers of the Commission.
E. 
Aldermanic Liaison. An Aldermanic Liaison shall be appointed by the Mayor to serve as an advisor and communication conduit from the Board of Aldermen to the Director. The Aldermanic Liaison may attend meetings upon his/her discretion, or at the invitation of the Director.

A. 
Creation Of Position. The position of Manager of Inspections and Permits is hereby created.
B. 
Compensation. The compensation for the position of Manager of Inspections and Permits shall be as provided in Section 125.150.

A. 
The Public Safety Advisory Commission shall consist of five (5) members, each of whom shall be a resident of the City of Shrewsbury and a qualified registered voter. The Mayor shall be an ex officio member, but shall not have a vote nor be counted in providing a quorum.
B. 
Appointment Of Members.
1. 
Five (5) qualified residents shall be appointed by the Mayor and approved by the Board of Aldermen. One (1) person shall be appointed from each of the City's then existing wards, and each such person shall be required to reside in the ward that person is appointed from at the time of that person's appointment and be designated as such. The remaining members of the Commission will be appointed as members at large and designated as such.
2. 
The initial appointment of members shall provide for terms that shall expire from one (1) year to five (5) years from the date of appointment. Thereafter, each appointment at the expiration of a member's term shall be for a period of five (5) years. If a member's term expires and no other person is appointed within sixty (60) days of such expiration, then that member shall be considered to have been reappointed herein, if otherwise qualified.
3. 
If a member shall resign, or otherwise become unqualified, prior to the expiration of his term, a resident shall be appointed for the balance of the unexpired term.
C. 
The membership of the Public Safety Advisory Commission shall select one (1) of its members to serve as Chairman of said Commission and shall select one (1) of its members to serve as Secretary.
D. 
Meetings of the Public Safety Advisory Commission shall be called by the Chairman of the Commission and shall be held as the Commission deems necessary. The Secretary of the Commission shall keep minutes of all proceedings before the Commission and shall forward one (1) copy of the minutes to the Board of Aldermen and one (1) copy to the City Administrator.
E. 
Duties. The Public Safety Advisory Commission shall make recommendations to the Board of Aldermen on matters relating to public safety for the citizens of the City. The Public Safety Advisory Commission shall also have such other functions as may be provided by the Board of Aldermen and may be called upon from time to time to assist with the selection and/or promotion of public safety personnel.
F. 
The Public Safety Advisory Board, by virtue of this Section, the powers and duties established herein and the rules and regulations formulated, shall not have the power to interfere in any way with the public safety function of the City of Shrewsbury, Missouri.

There is hereby created the position of Deputy Building Commissioner. The compensation of the Deputy Building Commissioner shall be as set by the Board from time to time.
B. 
There is hereby created the position of Housing Code Inspector/Enforcer. The compensation of the Housing Code Inspector/Enforcer shall be a sum as set by the Board from time to time.
C. 
There is hereby created the position of Heating and Air-Conditioning Inspector. The compensation of the Heating and Air-Conditioning Inspector shall be a sum as set by the Board from time to time.

The Finance Commission ("Commission") shall consist of three (3) voting commissioners and four (4) non-voting ex-officio Commissioners. The four (4) non-voting ex-officio Commissioners shall be comprised of the following persons: the Director of Administration and Finance, the Mayor, the City Clerk, and one (1) member of the Board of Aldermen to be appointed by the Mayor, subject to the approval of the Board of Aldermen. The three (3) voting Commissioners shall be residents of the City of Shrewsbury and each appointed by the Mayor, subject to the approval of the Board of Aldermen.
2. 
The Director of Administration and Finance shall serve as Chairperson of the Commission. The City Clerk shall serve as Secretary.
3.

B. 
Duties And Responsibilities. The Finance Commission shall function in an advisory capacity and may make written recommendations based upon the consensus of the voting Commissioners to be considered by the Board of Aldermen relating to the City's finances, including, but not limited to, as follows:
1. 
The Commission shall be provided with draft budgets in the fourth calendar quarter for each successive year. The Commission shall evaluate said draft budgets and provide written recommendations to the Board of Aldermen for its consideration in November for each successive budget year.
2. 
Upon request of the Board of Aldermen, the Commission shall evaluate and recommend to the Board of Aldermen on such matters pertaining to full-time employee compensation, finance and other policies.
3. 
The Commission shall meet jointly with the Board of Aldermen to receive draft results of the annual audit prepared by the City's external auditing firm.
4. 
The Commission may perform such other and further duties and responsibilities as requested by the Board of Aldermen.

A. 
There is hereby established for the City of Shrewsbury, Missouri, a Department of Public Safety. This Department shall consist of the Police Department, Fire Department, Civil Defense Department and Ambulance Service of the City of Shrewsbury.
B. 
There shall be appointed by the Mayor and Board of Aldermen a Director of Public Safety to head the Department of Public Safety. The Director's duties shall be as follows:
1. 
He/she shall have authority over all divisions within the Department of Public Safety including personnel.
2. 
He/she shall coordinate management and administrative duties of Department Heads under the Public Safety Department.
3. 
He/she shall coordinate budgets of all the departments under Public Safety and coordinate the budgets of said departments and control purchase orders thereof.
4. 
He/she shall also prepare and publish a manual of operations for said Department and submit same to the Mayor and Board of Aldermen for approval.
5. 
He/she shall execute the policies established by the Mayor and Board of Aldermen pursuant to statutory authority.
C. 
The Director of Public Safety shall receive a salary set by ordinance and the budget.

A. 
Appointment. There shall be a Department of Parks and Recreation, the Director of which shall be known as the Director of Parks and Recreation. The Director of Parks and Recreation shall be appointed by the Mayor subject to approval by the Board of Aldermen and shall perform the duties lawfully prescribed, from time to time, by ordinance or by the Mayor.
B. 
Duties. The Director of the Department of Parks and Recreation shall supervise and manage the use of all recreational facilities, including the swimming pool, tennis courts, historical sites, gardens, City Center and parks and playgrounds; shall plan, promote, organize and supervise all recreational services, programs and activities sponsored by the City; shall be responsible for the Department staff and park development planning; and shall perform any other duty lawfully prescribed by the Mayor. The Director shall report to the Mayor.
C. 
Salary. The salary and duties of the Director shall be determined by the Mayor and Board of Aldermen.
D. 
Rules And Regulations. The Director of Parks and Recreation may adopt, upon approval of the Board of Aldermen by ordinance, such rules and regulations as may be necessary to implement, operate or maintain any park and/or recreation program involving the public. Such rules and regulations shall not be in force until posted in a prominent public place. The Director may establish, without approval of the Board of Aldermen, emergency park rules and regulations for a period of time not to exceed thirty (30) days if he/she judges there is an immediate concern for the health, safety and welfare of the public in the parks. Violations of any established rules and regulations according to this Chapter shall be subject to penalties provided for violation of the Code.

The Mayor may, with the consent of a majority of all the members elected to the Board of Aldermen, remove from office, for cause shown, any elective officer of the City, such officer being first given opportunity, together with his/her witnesses, to be heard before the Board of Aldermen sitting as a board of impeachment. Any elective officer, including the Mayor, may in like manner, for cause shown, be removed from office by a two-thirds (2/3) vote of all members elected to the Board of Aldermen, independently of the Mayor's approval or recommendation. The Mayor may, with the consent of a majority of all the members elected to the Board of Aldermen, remove from office any appointive officer of the City at will, and any such appointive officer may be so removed by a two-thirds (2/3) vote of all the members elected to the Board of Aldermen, independently of the Mayor's approval or recommendation. The Board of Aldermen may pass ordinances regulating the manner of impeachments and removals.
