As used in this Article, the following terms shall have these prescribed meanings:
BUSINESS UNIT
Any person, persons or company conducting business as defined by Section 605.010 of the Knob Noster Municipal Code and located within a General Commercial District (C-2), a Central Business District (C-4) or an Industrial District (I-1).
RESIDENTIAL UNIT
Any building or structure used primarily for residential purposes, regardless of the zoning, or not contained within the parameters of a business as defined in Section 710.100 of the Knob Noster Municipal Code.

A. 
Business unit rates are hereby established for usage of the City of Knob Noster sewerage system as follows:
Monthly User Fee
$7.50
Usage Rate
$1.20 for first 1,000 gallons usage
$0.12 per 100 gallons usage thereafter
B. 
Residential unit rates are hereby established for usage of the City of Knob Noster sewerage system:

$2.50 for first 1,000 gallons usage
$0.25 per 100 gallons usage thereafter

Monthly charges for sewer rates shall be based on monthly water usage.

A minimum monthly user fee shall be billed for each individually metered dwelling, duplex, mobile home lot located within a mobile home park, apartment located within an apartment building, business, and/or commercial unit. All gallons used shall be billed in accordance with the applicable rate schedule contained in this Article.

Where a single meter exists for multiple dwelling units or businesses, a user fee shall be billed for each dwelling unit or business occupied and/or in use at the time meters are read each month. All gallons used shall be billed in accordance with the applicable rate schedule contained in this Article.

All such billings for residential units and commercials business sewer users are due upon receipt, delinquent on the fifteenth (15th) of the month in which such bill was mailed, and service may be cut off to any user who failed to pay such billing by the twenty-fifth (25th) of the month in which such bill was mailed.

Any and all generated revenues, in excess of actual monthly sewerage expenditures, shall be placed in an interest-bearing account for future capital expenditures within the sewerage system.

An annual review of the sewerage revenues will be conducted by the Finance Committee as part of the construction of the annual budget and any recommendations will be forward to the Utilities Committee for consideration.
