There is hereby established a Plumbing and Heating Board which shall consist of the Plumbing and Heating Inspector and three (3) other members to be appointed by the Mayor, with the approval of the City Council, for a term of three (3) years until their successors are appointed and qualified. One (1) member shall be appointed each year during the month of April to take office on the first (1st) day of May next following his/her appointment.

The Plumbing and Heating Board shall recommend safe and practical standards and specifications not inconsistent with the Plumbing Code adopted in Section 500.040 for the installation, alteration and use of plumbing equipment designed to meet the necessities and conditions that prevail in the City; shall recommend reasonable rules and regulations governing the issuance of permits for plumbing and heating installations; and shall recommend reasonable fees to be paid therefore and for inspections, provided that such standards and rules and regulations shall not be effective until they have been approved by the City Council.
