A. 
Mobile home park and travel trailer sites shall not be exposed to objectionable smoke, noise, odors or other adverse influences. No portion of any mobile home park subject to unpredictable or sudden flooding, subsidence or erosion shall be used for any purpose that would expose persons or property to hazards.
B. 
No mobile home park shall contain an area of less than twenty thousand (20,000) square feet and an average density of more than eight (8) mobile home lots per acre. Each lot provided for the occupancy of a single mobile unit shall have an area of not less than four thousand five hundred (4,500) square feet and a minimum width of forty-five (45) feet.
C. 
No travel trailer park shall contain an area less than twenty thousand (20,000) square feet and an average density of more than fifteen (15) travel trailer lots per acre. Each lot provided for the occupancy of a single travel trailer shall have an area of not less than one thousand (1,000) square feet with no dimension less than twenty (20) feet.
D. 
All mobile home parks shall provide lots sufficient in size that no mobile home or any other structure, addition or appurtenance thereto is located less than ten (10) feet from the nearest adjacent lot boundary. Travel trailers shall be located on each lot so that there will be not less than ten (10) feet between any other travel trailer within the park.
E. 
Space between mobile homes or travel trailers may be used for parking of motor vehicles provided the space is clearly designated and the vehicle is parked a minimum of ten (10) feet from the nearest adjacent lot boundary.
F. 
Mobile home or travel trailer parks shall be designed with a landscaped strip of open space fifty (50) feet wide adjacent to the rights-of-way of State and Federal highways or County roads and twenty-five (25) feet wide adjacent to the rights-of-way of City and private streets.
G. 
All mobile home parks or travel trailer parks located adjacent to an industrial or commercial land use shall be provided with screening such as fences or plantings along the property boundary line.

A. 
All mobile homes and travel trailers shall be located a minimum of twenty (20) feet from the out boundary property line.
B. 
All mobile homes and travel trailers shall be set back a minimum of twenty (20) feet from the paved edge of internal park streets.
C. 
Mobile homes and travel trailers shall be separated from each other and from other buildings and structures by a minimum of twenty (20) feet, provided that mobile homes or travel trailers placed end to end may have a clearance of fifteen (15) feet when opposing rear walls are staggered.
D. 
An accessory structure such as an awning, storage building, windbreak or porch that has a gross area exceeding twenty-five (25) square feet and has an opaque top or roof shall for purposes of all separation requirements be considered part of the mobile home or travel trailer.

A. 
All mobile home and travel trailer parks shall be provided with a safe and convenient vehicular access from abutting public streets and highways.
B. 
Entrances to mobile home and travel trailer parks shall be designed to minimize traffic congestion and hazards and to allow free movement of traffic on adjacent streets and highways. No parking shall be permitted on the park entrance street for a distance of seventy-five (75) feet from the rights- of-way of Federal or State highways, County roads or City streets.
C. 
Parking spaces shall be provided at the rate of at least two (2) spaces per mobile home lot or travel trailer lot to provide for guest parking, for two-car tenants and for delivery and service vehicles. Each designated parking space shall have a minimum area of nine (9) feet by twenty (20) feet.

A. 
All internal streets and entranceways shall have pavement edges protected to prevent raveling of the wearing surface and shifting of the pavement base. Street surfaces shall be maintained free of cracks, holes and other hazards. All such streets and ways shall be paved in accordance with the following standards:

All intersections shall be of the maximum thickness of the two (2) intersecting streets as shown above, plus one (1) inch of additional base material if waterbound macadam is used or one-half (½) inches of additional base if asphalt treated base is used.
2. 
Subbase material shall be of coarse aggregate containing ten to twenty percent (10% — 20%) fines, maximum aggregate size two-thirds (2/3) of subbase depth or good subbase soil, if approved by the City or as required to meet Missouri State Highway Commission standards.
3. 
The following gradations shall be required:
Grade B — Crushed stone (maximum):
100% through 1 inch sieve;
65% through 3/8 inch sieve;
5 — 25% through #10 sieve.
Grade G — Crushed stone or gravel (maximum):

B. 
All internal streets and entranceways shall be of adequate width to accommodate the anticipated traffic and contemplated parking needs. Minimum width of streets shall be as follows:

Wider width shall be required if deemed necessary by the Planning and Zoning Commission.
C. 
Grades of all streets shall be sufficient to insure adequate surface drainage, but shall not exceed six percent (6%). Short runs with a maximum grade of ten percent (10%) may be permitted, provided traffic safety is assured by appropriate paving and avoidance of lateral curves.
D. 
Intersections of more than two (2) streets at one (1) point shall be avoided. Within one hundred (100) feet of an intersection, streets shall be approximately right angles.
E. 
Convenient access shall be provided to each mobile home or travel trailer stand by means of an access way reserved for maneuvering the mobile home or travel trailer into position. Access ways shall be kept free from trees and other immovable obstructions. Access to mobile home stands or travel trailer stands shall not be permitted from any public street, road or highway.
F. 
Driveways shall be provided on the site where necessary for convenient access to service entrances of buildings, to delivery and collection points for fuel, refuse and other material and elsewhere as needed.

A. 
The area of the mobile home stand shall be improved to provide adequate support and tie down requirements set forth in the mobile home code.
B. 
Each mobile home lot shall contain a pad or stand not less than ten (10) feet by sixty (60) feet. The pad shall be constructed of reinforced concrete or the equivalent thereof, having a minimum thickness of four (4) inches and placed on a six (6) inch compacted gravel base. The pad shall be either solid concrete or two (2) ribbons, two (2) feet in width with gravel in between.
C. 
All mobile home or travel trailer stands shall be a minimum of one hundred fifty (150) feet from any sewage lagoon, cesspool, septic tank or drainage field, seepage pit or sinkhole within the mobile home or travel trailer park or on the adjacent property.

A. 
Individual water riser pipes shall be located within the confined area of the mobile home stand at a point where the water connection will approximate a vertical position.
B. 
Water riser pipes shall be at least three-quarter (¾) inch in diameter, extend at least four (4) inches above ground elevation and the water outlet shall be capped when the mobile home lot is not occupied.
C. 
A shutoff valve shall be installed below the frost line near the water riser pipe on each mobile home lot.
D. 
Adequate provisions shall be made to prevent freezing of service lines, valves and riser pipes and to protect riser pipes from heaving and thawing actions of the ground during freezing weather. Surface drainage shall be diverted from the location of the riser.
E. 
Stop and waste valves shall not be installed on any underground service line.

A. 
Each mobile home or travel trailer stand shall be provided with a sewer riser pipe with a minimum diameter of four (4) inches. The sewer riser pipe shall be so located on each stand that the sewer connections to the mobile home or travel trailer drain outlet will approximate a vertical position.
B. 
The sewer connection shall have an inside diameter of at least three (3) inches and all joints shall be watertight.
C. 
The rim of the riser pipe shall extend at least four (4) inches above ground elevation and provisions shall be made for plugging the sewer riser pipe when a mobile home or travel trailer does not occupy the lot.

A. 
Each mobile home or travel trailer lot shall be provided with an approved disconnecting device and over current protective equipment. The minimum service per outlet shall be 120/240 volts AC/DC two hundred (200) amperes.
B. 
Outlets, receptacles or pressure connectors shall be housed in a weatherproof outlet box and shall be located not more than twenty-five (25) feet from the over current protective device in the mobile home or travel trailer. A three (3) pole, four (4) wire grounding type shall be used.
C. 
Connectors, if not substituted by more than one (1) receptacle, shall be provided where the calculated load of the mobile home or travel trailer is more than fifty (50) amperes.
D. 
The mobile home or travel trailer shall be connected to the outlet box by an approved type of flexible supply cord with a male attached plug or with pressure connectors.
E. 
All lateral electrical distribution lines and telephone service lines to each mobile home stand, travel trailer stand or service building shall be located underground in an approved and safe manner.
F. 
All exposed non-current carrying metal parts of mobile homes or travel trailers and all other equipment shall be grounded by means of an approved grounding conductor with branch circuit conductors or other approved method of grounded metallic wiring. The neutral conductor shall not be used as an equipment ground for mobile homes, travel trailers or other equipment.

A. 
The requirements of this Section shall apply to service buildings, recreation buildings and other community service facilities and to individual stands when required by the Board of Aldermen. Such requirements shall be as follows:
1. 
Cooking shelters, barbecue pits, fireplaces, wood-burning stoves and incinerators shall be so located, constructed and used as to minimize fire hazards and smoke nuisance both on the lot used and on neighboring lots. No open fire shall be permitted except in facilities provided therefor. No fuel shall be used and no material burned which emits dense smoke or objectionable odors;
2. 
The mobile home or travel trailer park operator shall provide for the storage, collection and disposal of refuse. Refuse collection stands shall be provided for all refuse containers. All refuse shall be stored in flytight, watertight and rodentproof containers;
3. 
Natural fuel gas piping systems shall be installed and maintained in accordance with the National Fire Protection Association Pamphlet No. 54, 1980 Edition;
4. 
Liquified petroleum gas systems shall be installed and maintained in accordance with the National Fire Protection Association Pamphlet No. 58, 1983 Edition;
5. 
Fuel oil supply systems shall be installed and maintained in accordance with the National Fire Protection Association Pamphlet No. 31, 1983 Edition;
6. 
Fire hydrants shall be installed a maximum of four hundred (400) feet apart or in a manner that no mobile home or travel trailer is more than four hundred (400) feet from a fire hydrant. Fire hydrants shall be of a type approved by the Board of Aldermen;
7. 
Individual homes should be provided with or have immediate access to portable fire extinguishers rated for Class A (combustion fires), Class B (oil and grease fires) and Class C (electrical fires).
