Whenever any ordinance of the City designates any one-way street or alley, the City Traffic Engineer shall place and maintain signs giving notice thereof, and no such regulation shall be effective unless such signs are in place. Signs indicating the direction of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.
Upon those streets and parts of streets and in those alleys described and designated by ordinance, vehicular traffic shall move only in the indicated direction when signs indicating the direction of traffic are erected and maintained at every intersection where movement in the opposite direction is prohibited.
A. 
The City Traffic Engineer is hereby authorized to determine and designate streets, parts of streets or specific lanes thereon upon which vehicular traffic shall proceed in one (1) direction during one (1) period and the opposite direction during another period of the day and shall place and maintain appropriate markings, signs, barriers or other devices to give notice thereof. The City Traffic Engineer may erect signs temporarily designating lanes to be used by traffic moving in a particular direction, regardless of the centerline of the roadway.
B. 
It shall be unlawful for any person to operate any vehicle in violation of such markings, signs, barriers or other devices so placed in accordance with this Section.

A. 
The following described portions of the alley located between the 300 block of Elliott Avenue and the 300 block of Grey Street in the City of Chaffee, Missouri, shall be closed to pedestrian and vehicular traffic and use (except as to all utility easement access above, along and below the surface of the alley) subject to the following limitations, requirements, restrictions and obligations:
Portion of alley subject to this Section being described as follows:
Beginning at the northeast corner of Lot Six (6) of Block Thirty (30) of the original town now the City of Chaffee, Missouri; thence westwardly along the north property line of said Lot Six (6) a distance of 40 feet to the northwest corner of the said Lot Six (6); thence northwardly a distance of 16 feet to the southwest corner of Lot Twenty-seven (27) of Block Thirty (30) of the original town of the City of Chaffee; thence eastwardly along the south line of said Lot Twenty-seven (27) a distance of 40 feet to the southeast corner of said Lot Twenty-seven (27); thence northwardly along the east property line of said Lot Twenty-seven (27) a distance of 140 feet to the northeast corner of said Lot Twenty-seven (27); thence eastwardly a distance of 16 feet to the northwest corner of Lot Five (5) of Block Thirty (30) of the original town of the City of Chaffee; thence southwardly along the west property line of Lots Five (5), Four (4) and Three (3) of Block Thirty (30) a distance of 156 feet; thence westwardly a distance of 16 feet to the point of beginning.
B. 
The alleyway as described in the preceding Subsection shall be closed provided the following limitations, requirements, restrictions and obligations are fully and completely fulfilled as follows:

The alleyway will be closed from 7:30 A.M. continuously until 3:30 P.M. on each day of each week, Monday through Friday during the periods between August first (1st) of each year and May thirty-first (31st) of the following year and only during times that the St. Ambrose Catholic School is in session.
2. 
The St. Ambrose Catholic School Board, or its designee, shall be solely responsible for the following conditions and requirements in connection with the closed alley:
a. 
Posting such notices and marking such areas so that pedestrians and persons operating motor vehicles intending to travel the closed alleyway will be made aware that such travel is unauthorized.
b. 
If gates or other devices are utilized for the purpose of posting and marking the closed alleyway, such gates or devices shall be clearly marked and clearly visible during all types of weather conditions and at all such times that the alleyway is closed to vehicular and pedestrian traffic. Such gates or other devices giving notice to pedestrian and operators of vehicles shall be acceptable to the Chief of Police of the City of Chaffee to ensure that pedestrians and persons operating motor vehicles intending to travel across the closed portions of the alleyway may readily recognize that the alley is closed.
c. 
Any gate, obstructions or devices utilized to notify the public as to the limited use of the alleyway must be timely and promptly opened and closed at the times prescribed herein.
d. 
Any gate, obstruction or device when not being utilized for notifying pedestrians and persons operating vehicles of the closed nature of the alley shall be so situated and secured so that all parts of any gate, obstruction or device or other apparatus or posts to which the gate, obstruction or device or other apparatus is attached must be at least five (5) feet in distance from the nearest alley line.
e. 
Any gate, obstruction or device established or utilized for notifying pedestrians and operators of motor vehicles of the closed nature of the alleyway shall be secured so that when not in use, it cannot be closed or partially closed by wind or other elements, vandalism or pranksters.
C. 
This Section shall not be effect or in any way limit or diminish any easements running along, below or above the alley to be closed and shall not prohibit anyone who has authority under any such easement from entering into or upon the closed alleyway at any time as long as the same is in accordance with the easement established for said person.
