No building shall be demolished, razed, torn down or disassembled in the City of Chaffee, Missouri, unless a permit is first obtained as provided herein.

A. 
A permit to demolish, raze, tear down or disassemble a building shall be obtained by making application with the City Clerk of the City of Chaffee. Said application shall contain the following:
1. 
Complete names, addresses and phone numbers of all owners of the property upon which the building to be demolished sits;
2. 
Complete address of the premises of the building to be demolished;
3. 
Complete names, addresses and phone numbers of all persons or entity proposing to perform the demolition of the building;
4. 
Date anticipated for the beginning of the demolition of the building; and
5. 
Description of the location of all sewer and water lines upon the premises where the building is located.
B. 
The application must be signed by the person or entity proposing to demolish the building and by all owners of the premises upon which the building sits.
C. 
Upon completion of the application and the filing of the same with the City Clerk, the permit shall be deemed granted. The applying party and all owners shall be subject to the requirements as further set forth in this Chapter.

A. 
Requirements.
1. 
Within sixty (60) days of the granting of a demolition permit, the demolition shall be completed and all work finished upon the property and all requirements set forth herein shall have been completed unless extensions as provided for herein have been granted.
2. 
The then acting Building Inspector of the City of Chaffee is hereby given sole authority and discretion to grant a thirty (30) day extension of the completion date for the demolition of a building for which a permit has been issued. Said extension shall become effective on the sixty-first (61st) day after the date of issuance of the demolition permit. In granting such extension the Building Inspector may grant such extension as he/she deems fit and proper in his/her sole and unrestricted discretion for any good cause.
3. 
At the conclusion of the thirty (30) day extension as may have been granted by the Building Inspector of the City of Chaffee, an additional thirty (30) day extension may be granted for good cause shown if said extension is approved by the City Council of the City of Chaffee meeting at a regular Council meeting. Said extension, if granted, shall begin on the ninety-first (91st) day after the granting of the demolition permit. Said extension shall only be granted by the City Council upon good cause being shown by the person requesting such extension.
4. 
After the second (2nd) extension, which extension would expire one hundred twenty (120) days after the date of the granting of the demolition permit, no additional extensions shall be allowed.
5. 
Upon the granting of an extension of the time limitations set forth herein by the Building Inspector or by the City Council, a notation in writing shall be made upon the demolition permit showing that such extension was granted and in the case said extension is granted by the Building Inspector as set forth herein, such extension shall be signed by the Building Inspector with the date of the granting of such extension being attached thereto.
B. 
All water and sewer lines shall be terminated and capped to prevent any leaking or infiltration of any substance. The point of termination shall be at a point on the property line nearest the location of the intersection of the utility service line and the utility main. At the time the utility service lines are terminated and capped, the owners and persons performing the demolition shall contact the Public Works Administrator of the City of Chaffee so that he/she may inspect the termination and capping of utility service lines. If he/she is satisfied that the utility lines have been terminated and capped in accordance with the provisions of this Chapter, he/she shall acknowledge his/her approval by signing the permit application on file with the City Clerk.

The owners and person or entity performing the demolition work shall remove all debris, lumber, scrap and demolition waste from the property within the time limits set forth in this Chapter.

No person shall begin the demolition of a building until a permit for such demolition has been granted. The failure of any owner or person engaged in the demolition of a building to perform any act in accordance with the provisions of this Chapter, being Chapter 520, shall be deemed to have committed an ordinance violation and upon conviction shall be subject to such penalty and punishment as prescribed in Section 100.220 of the City ordinances of the City of Chaffee. Further, each day that a violation of any provision of this Chapter shall exist shall be considered a separate violation and shall be deemed an ordinance violation and upon conviction shall subject the guilty party to the penalties as set forth in Section 100.220 of this Code.
