This chapter shall be known and may be cited as the "Fairview Township Recreation Board Ordinance."
There is hereby created and established in the Township of Fairview, York County, Pennsylvania, a Recreation Board, which shall consist of seven members appointed by the Board of Supervisors.
The members of the Board shall serve for terms of five years or until their successors are appointed, except that members of such Board first appointed shall be appointed for such terms that the terms of not more than two members shall expire annually thereafter. Members of such Board shall serve without pay. All persons so appointed shall serve their full terms unless they shall voluntarily resign or be removed by the Board of Supervisors for malfeasance or nonfeasance of duty. Vacancies on such Board, occurring otherwise than by expiration of term, shall be filled for the unexpired term in the same manner as original appointments. During 1976, the Supervisors will make the necessary appointments of the members of the Recreation Board; until said appointments are made, those presently serving will continue to serve.
The Recreation Board shall review and make recommendations to the Board of Supervisors with respect to the following:
A. 
Acquisition of land, whether by gift, dedication, devise, purchase, lease, condemnation or otherwise, for the purpose of making, enlarging and maintaining public parks and recreation areas and facilities.
B. 
Acquisition, construction, improvement, maintenance, care and replacement of facilities and equipment.
C. 
Supervision, maintenance and regulation of parks, recreation areas and facilities.
D. 
Employment of play leaders, recreation directors, supervisors, superintendents or any other officers or employees as may be deemed proper.
E. 
The disbursement of funds for such purposes, including the annual budget with respect thereto.
F. 
To review and make recommendations to the Planning Commission or the Board of Supervisors with respect to public or private recreation land and related facilities on applicants or developers when so requested by the Planning Commission or the Board of Supervisors.
G. 
Such other related matters as shall be determined by the Board of Supervisors.
The members of the Recreation Board shall elect their own Chairman and Secretary and select all other necessary officers, to serve for a period of one year.
The Recreation Board shall submit an annual report to a regular December meeting of the Board of Supervisors with respect to the parks, recreation areas and facilities, and with respect to extent, adequacy and effectiveness of the recreation programs and the public needs to be met.
