No plumbing contractor or any person desiring to do any plumbing work shall commence until a permit has been issued by the Community Development Department. This shall also apply to the laying and construction of sewers and all alterations where drainage is affected.
No permit shall be required for minor plumbing repairs, involving no construction, erection, alteration or change whatsoever in the drainage system, including the clearing of stoppages in any piping, direct replacement of plumbing fixtures, including the replacement of stems, washers or handles.

The City shall have the power to cause the interruption or termination of water service to any premises when the plumbing thereof, upon inspection, is found to be in an unsafe or unsanitary condition or which has been installed contrary to or in violation of the City's adopted plumbing code or any other provisions of this Chapter.

The fees for the permits required in this Article shall be as established in the City's Comprehensive Schedule of Fees.[1]
