In all districts, off-street parking is required for any building
or use which is hereafter erected, extended, enlarged or increased
in capacity. Space with adequate access to a street shall be constructed,
for use of the owners or occupants and their invitees and licensees,
as follows:

The following design standards shall be required for all off-street
parking facilities with a capacity of three or more vehicles built
after the effective date of this chapter. Where existing parking facilities
are increased in capacity after the effective date of this chapter,
the expanded portion thereof shall be designed in accordance with
the requirements of this section.
A.
Each parking area shall contain at least 300 square feet of usable
space per vehicle, including interior driveways. The net parking space
(stall) per vehicle shall be at least nine feet by 18 feet.
B.
Parking facilities shall be designed so that each motor vehicle may
proceed to and from the parking space provided for it without requiring
the moving of any other motor vehicle.
C.
All entrances and exit drives must be approved by the Borough Engineer.
D.
Landscaping/screen plantings shall be provided where the parking
lot abuts a residential property. Screen plantings shall consist of
nondeciduous trees or shrubs, which shall be capable of growing to
at least six feet in height and planted in such a manner as to visually
separate the parking area and adjacent residential property as much
as possible. Where landscaping is provided in parking areas, bumper
protection shall be provided for plantings.

Required parking space for two or more uses occupying contiguous
lots may be provided in a common parking facility, provided that the
number of spaces is not less than 75% of the sum of spaces required
for each use individually.

The regulations shall apply for all off-street parking facilities
built after the effective date of this chapter.
A.
All parking spaces required under this Part shall be located within
the front and side yard lines or building lines as now or hereafter
established for the district in which such parking spaces are located.
B.
All parking facilities hereinafter constructed within the rear yard
lines shall be located a minimum of five feet from the right-of-way
line of a public street or alley.
C.
The parking spaces shall be provided on the premises, except that, after Zoning Hearing Board approval, all or part of the required number of spaces may be provided on a separate lot or lots within 300 feet walking distance from such premises. In such case, the area of such separate lot may not be considered as a portion of the lot area on which the maximum permitted floor area ratio, as specified in § 27-503, is calculated.

No parking area shall be used in such a way as to interfere
with its providing the required number of off-street parking spaces
specified in this Part.

The schedules of requirements for off-street parking space and
off-street loading space applicable to newly erected, substantially
altered or converted structures shall be a continuing obligation of
the owner of the property on which any such structure is located so
long as the structure is in existence with the continuation of its
use requiring vehicle parking or vehicle loading facilities.
A.
It shall be unlawful for an owner of any building affected by this
chapter to discontinue, change or dispense with or cause the discontinuation,
change or dispensation of the required vehicle parking or loading
spaces without establishing alternative parking or loading facilities
which meet with the requirements of and are in compliance with this
chapter.
B.
Whenever a certificate of occupancy has been granted and the plans
so approved contain off-street parking and loading provisions, the
subsequent use of such property shall be deemed to be conditional
upon the unqualified continuance and availability of the parking and
loading space provisions contained in such plans.
C.
Should the owner of any building for which a certificate of occupancy
has been granted, which contained off-street parking or loading requirements,
expand the use so as to increase the number of requirements for off-street
parking or loading facilities, it shall be unlawful and a violation
of this Part to begin or maintain such expanded or altered use until
the increased off-street parking or loading provisions of this Part
are complied with, and an amended certificate of occupancy is obtained
from the Zoning Officer.

When a use is expanded in size, the owner and/or occupant shall
be required to provide that number of off-street parking and/or loading/unloading
facilities for 75% of the expanded portion of such use.

Except in R-1, R-2, R-3, R-4, NC and C Districts, one or more
loading berths or other space shall be provided for standing, loading
and unloading operations either inside or outside a building and on
the same or adjoining premises with every building or structure hereafter
erected or enlarged, in accordance with the following table. A loading
berth shall have minimum plan dimensions of 12 feet by 45 feet and
14 feet overhead clearing plus necessary access space. A "loading
space" need not necessarily be a full berth but shall be sufficient
to allow normal loading and unloading operations of a kind and magnitude
appropriate to the premises served thereby. The Zoning Officer or
his authorized agent shall determine the sufficiency of loading space,
and in no case shall the use of such space hinder the free movement
of vehicles and pedestrians over a street, sidewalk or alley.
