From the date of passage of this Section, January 11, 1999, there shall be established the office of City Collector of the City of Louisiana, Missouri. Said office shall be appointed by the Mayor with the consent of the City Council. The duties of said office shall be as set forth and prescribed by Statute. The person appointed to fill said office shall serve as City Collector for the period of November 1 to January 31. For the remainder of each calendar year, said person appointed shall serve as an administrative assistant under the direction of the City Administrator. Compensation for said office shall be as prescribed by ordinance.

Within fifteen (15) days after appointment and before entering upon the discharge of the duties of his/her office, the City Collector shall execute to the City a bond in the sum of twenty thousand dollars ($20,000.00), with at least five (5) good and sufficient sureties that in the aggregate shall be worth at least the amount of such bond, in unencumbered real estate, over and above all their liabilities and exemptions under the laws of this State. Such bond shall be conditioned that he/she will faithfully and punctually collect and pay over all City revenue for the term of office, at the time and in the manner provided by the laws and ordinances governing the City; and that he/she will, in all things, promptly and faithfully discharge the duties of his/her office according to the laws and ordinances of the City. The bond of the City Collector, when executed, shall be approved by the Mayor and filed and recorded in the office of the City Clerk.

In addition to the duties imposed by the laws of the State upon the City Collector, the City Collector shall receive all tax books, monies, books, vouchers, papers and other property belonging to the City from his/her predecessor in office and from the Mayor or other officers having custody thereof, giving duplicate receipts thereof, one of which shall be filed in the office of the City Clerk. He/she shall collect all City taxes and penalties thereon, licenses and other revenue due the City, and he/she shall keep accounts of taxes collected and give receipts for all taxes, licenses and other money paid to him/her. He/she shall make monthly reports to the City Council of all taxes, licenses and other revenue collected by him/her and turned over to the office of the City Collector.
