No building or land shall be used or occupied and no building
or part thereof shall be erected, moved or altered unless in conformity
with the regulations specified for the zone in which it is located,
except as hereinafter provided.

When a building or structure is erected or enlarged after the
effective date of this Zoning Code, May 2, 1983, a plot plan, drawn
to scale and fully dimensioned, which is given to the City Clerk upon
application for a building permit, shall include notations as to the
provisions of off-street parking and loading facilities and shall
be approved or disapproved by the City Administrator and Building
Inspector at the time the building permit is issued or not issued.
