A certain document, three (3) copies of which are on file in the office of the City Clerk of the City of Louisiana, being marked and designated as the International Property Maintenance Code, 2003 Edition, as published by the International Code Council, Inc., be and is hereby adopted as the Property Maintenance Code of the City of Louisiana in the State of Missouri for regulating and governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such existing structures as herein provided; providing for the issuance of permits and collection of fees therefore; and each and all of the regulations, provisions, penalties, conditions and terms of said Property Maintenance Code on file in the office of the City Clerk of the City of Louisiana are hereby referred to, adopted and made a part hereof, as if fully set out in this Article, with the additions, insertions, deletions and changes, if any, prescribed in Section 500.170 of this Article.

The following Sections of the International Property Maintenance Code adopted in Section 500.160 are hereby revised:
Section 101.1. Insert: City of Louisiana.
Section 103.6. Insert: See fees set out in the Building Code amendments, Section 500.020 of this Code.
Section 107.3. Amend to: 107.3 Method of service. Such a notice shall be deemed to be properly served if a copy thereof is:
Delivered personally. If it is not possible to deliver the notice personally; then
Sent by certified or first class mail addressed to the last known address; and concurrently
A copy of the notice shall be posted on the property and/or structure.

Nothing in this Article or in the code hereby adopted shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes or action acquired or existing under any act or ordinance hereby repealed as cited in Section 500.190 of this Article; nor shall any just or legal right or remedy of any character be lost, impaired or effected by this Article.

All other ordinances or parts of ordinances in conflict herewith are hereby repealed.

Any person who shall violate a provision of this code or shall fail to comply with any of the requirements thereof shall be guilty of a misdemeanor punishable by a fine of not more than five hundred dollars ($500.00) or by imprisonment not exceeding ninety (90) days or both such fine and imprisonment. Each day that a violation continues after due notice has been served shall be deemed a separate offense.
