Uses of land, and dwellings, buildings or structures, including tents and mobile homes, erected, altered, razed or converted contrary to any provision of this code are hereby declared to be a violation. Any person, firm or corporation making an alteration to real property within the City limits of Edmundson, Missouri, including, but not limited to, driveways, fences, additions to homes and businesses, and any building activity regulated by City Code or code, who fails to obtain the proper permits prior to commencing construction shall be in violation of this code.

A. 
Anyone violating any of the provisions of this code shall upon conviction thereof be subject to a fine of not less than ten dollars ($10.00) and not more than two hundred fifty dollars ($250.00) for each and every day that such violation continues or by imprisonment for ten (10) days for each and every day such violation shall continue, or by both such fine and imprisonment in the discretion of the court. Notwithstanding the provisions of Section 82.300, RSMo., however, for the second (2nd) and subsequent offenses involving the same violation at the same building or premises, the punishment shall be a fine of not less than two hundred fifty dollars ($250.00) or more than five hundred dollars ($500.00) for each and every day that such violation shall continue or by imprisonment for ten (10) days for each and every day such violation shall continue, or by both such fine and imprisonment in the discretion of the court. Each day that a violation continues shall constitute a separate offense. The imposition of any sentence shall not exempt the offender from compliance with the requirements of this code.
B. 
In addition to the penalties hereinabove authorized and established, the City Attorney shall take such other actions at law or in equity as may be required to halt, terminate, remove, or otherwise eliminate any violations of this code.
