No applicant for a license or permit provided for or required under this Chapter or any other ordinance of the City shall be entitled to such license or permit, nor shall such license or permit provided for or required under this Chapter or any other ordinance of the City be issued to any applicant therefor, unless and until all use taxes, personal taxes, merchants taxes, license fees, permit fees and inspection fees, which are delinquent and due and owing to the City by such applicant, including the year in which the application for which such license or permit is made, shall first have been paid by the applicant.

Dog and cat licenses and dog and cat registrations are hereby excepted from the provisions of Section 605.010 hereof and as to such, the provisions of such Section shall not apply.

A. 
All applications for the licenses required herein shall be made to the City Clerk on appropriate forms provided for that purpose by the City, setting forth therein the type of business, trade or vocation to be conducted, the location, the name of the owner, manager and occupant thereof. The City Clerk shall present such application to the Board of Aldermen, and no license shall be granted by said Clerk without the approval of the Board of Aldermen. All licenses issued by the City Clerk shall be in such form as is provided by the Board of Aldermen; provided however, that such license shall bear the signature of the Chief of Police and the City Clerk, the date of issuance thereof and the date of expiration, as well as any additional information that may be required by the Board of Aldermen.
B. 
Each applicant for a business license under this Chapter shall submit a statement from the Missouri Department of Revenue pursuant to Section 144.083.4, RSMo., stating no tax is due, which statement is a prerequisite to the issuance or renewal of a City business license. The statement required by this Section shall be dated within ninety (90) days of submission of the business license application or renewal application.

This Section shall be deemed to be in aid of all other provisions of this Chapter and other ordinances of the City, and in no manner shall be deemed to alter or to modify any provision of any other taxing provisions or ordinances, except to aid in the prompt payment of taxes and fees to the City.

Every license as hereinafter set forth in this Chapter shall be issued for one (1) year from the first (1st) day of July to the thirtieth (30th) day of June, except where otherwise specifically stated.

A. 
Each license issued under the provisions of this Article shall expire on the thirtieth (30th) day of June succeeding the date of such license.
B. 
Of the license tax to be paid for any such license, the applicant shall pay as many twelfths as there are months (part of a month counted as a month) remaining from the date of the license to the next succeeding June thirtieth (30th).

Every person issued a license as hereinafter provided for shall keep said license on display and posted in a conspicuous place so as to be readily visible upon inspection by any authorized City Official.

No license shall be transferable to another person, nor shall the licensee be entitled to carry on the business designated in such license at more than one (1) location and place within the City at the same time.

Any business, trade or advocation hereinafter enumerated which is operated not-for-profit or for the benefit of charity shall be exempt from the application of this Chapter as it relates to business, merchants and manufacturer licenses only; provided however, that said not-for-profit or charitable organization, before commencing business within the City, shall apply for exemption with the City Clerk and giving evidence of the nature of its not-for-profit or charitable purpose and such exemption be approved by the Board of Aldermen.

It shall be the duty of the City Clerk upon qualification, approval of the application by the Board of Aldermen and payment by the licensee of all taxes and fees to furnish a license which shall be in the following form:

A. 
No person following for a livelihood the profession or calling of minister of the gospel, duly accredited Christian Science practitioner, teacher, professor in a college, priest, lawyer, certified public accountant, dentist, chiropractor, optometrist, chiropodist, or physician or surgeon in this City shall be taxed or made liable to pay any municipal or other corporation tax or license fee of any description whatever for the privilege of following or carrying on such profession or calling, and after December 31, 2003, no investment funds service corporation as defined in Section 143.451, RSMo., may be required to pay any such license fee in excess of twenty-five thousand dollars ($25,000.00) annually, any law, ordinance or Charter to the contrary notwithstanding.
B. 
No person following for a livelihood the profession of insurance agent or broker, veterinarian, architect, professional engineer, land surveyor, auctioneer, or real estate broker or salesman in this City shall be taxed or made liable to pay any municipal or other corporation tax or license fee for the privilege of following or carrying on his/her profession unless that person maintains a business office within the City of Edmundson.
