A. 
Duties of the Building Inspector designated as the Floodplain Administrator in the above-referenced ordinance.
1. 
Understanding the regulations governing the floodplain.
2. 
Reviewing the flood development permit applications for development.
3. 
Conducting inspections.
4. 
Taking enforcement actions when necessary.
5. 
Interacting in variance and appeal processes.
6. 
Keeping records of all floodplain development.
7. 
Collecting fees.
8. 
Investigating complaints of violations.
9. 
Maintaining and updating administrative forms.
10. 
Coordinating map appeals and revisions.
11. 
Maintaining floodplain maps and flood data.
12. 
Disseminating floodplain management information.

A. 
Submittal Of Floodplain Development Permit Application.
1. 
Permits shall be submitted to City Clerk with an application fee of one hundred dollars ($100.00) which shall cover both the application fee and the floodplain development fee.
2. 
Submittal of floodplain development permit application.
a. 
Permit shall be submitted to the City Clerk on either the floodplain application checklist form which is on file in the City offices or a substantially similar document with the following documents:
(1) 
Plans and blueprints which must show the following:
(a) 
Existing and proposed topographic information, including spot elevations.
(b) 
Boundaries of the floodway and the floodplain.
(c) 
Building elevations for all structures showing the level of the base flood elevation (BFE).
(d) 
Proposed obstructions in the floodway.
(e) 
Professional registered architect, engineer or land surveyor seal, if prepared by same.
(f) 
Illustration of all proposed development.
(g) 
Other considerations:
(i) 
Anchoring requirements.
(ii) 
Construction materials and methods.
(iii) 
Utilities.
(iv) 
Subdivisions.
(v) 
Encroachments.
(vi) 
Elevation of the lowest floor.
(vii) 
Floodways.
(2) 
The following technical documents:
(a) 
Elevation/floodproofing certificates.
(i) 
NFIP elevation certificate; provides a record of the as-built elevation of the lowest floor.
(ii) 
NFIP floodproofing certificate; provides a record of the height of floodproofing.
(b) 
Ensure all necessary technical documents are included and property certified.
(c) 
Four (4) conditions that necessitate the filing of certified documentation:
(i) 
Floodway encroachment/"no-rise" certificate. If any or part of the proposed project is to be located in a designated floodway, the applicant must submit engineering documentation demonstrating that the proposed encroachment would not result in any increase in base flood heights. There is no form or special format for a "no-rise" certificate. It may be a written statement, supported by hydraulic computations, signed by a registered professional engineer who certifies that the development will result in no increase in flood heights.
(ii) 
Watertight floodproofing. In the event a non-residential structure is to be floodproofed according to the NFIP standards, the applicant must submit a statement or floodproofing certificate from a registered professional engineer or architect certifying that the design and methods of construction meet these standards. Note: To receive a flood insurance rate based on 100-year flood protection, the non-residential structure must be dry-floodproofed to an elevation at least one (1) foot above the base flood elevation to be rated at the base flood elevation rate (i.e. one (1) foot of freeboard).
(3) 
Any additional permits and reviews required by the Building Inspector or City Engineer.
b. 
There shall be an application fee of one hundred dollars ($100.00) to accompany the permit.
c. 
The permits and accompanied documents must be properly executed and completely filled in prior to any action on the application.
B. 
The Building Inspector shall review the application for completeness and compliance with the technical requirements in accordance with the standard application/checklist attached.
C. 
Review of engineering documents shall be made by City Engineer in particular as to meeting engineering documents linked to NFIP requirements are hydrologic and hydraulic, loading calculation and methods of construction relative to floodproofing, alternative designs for openings below lowest floor, and design and methods of construction for breakaways exceeding SOP loading resistance of twenty (20) pounds per square foot. The City Engineer shall review and approve or furnish within thirty (30) days of receipt.
D. 
Approval or denial of floodplain development permit application shall proceed as set forth in Chapter 405 of the Municipal Code of the City of New Haven, Missouri.

A. 
Inspection One. The Building Inspector shall, within fifteen (15) days of the issuance of the permit, verify the site is consistent with ground conditions shown on plans and location of floodplain and floodway boundaries. The Building Inspector shall fill out a form similar to the sample checklist attached hereto. Any inconsistencies shall be noted on the checklist. A copy of the checklist shall be sent to the permit holder. In the event the ground inspection is inconsistent with proposed plans, the Building Inspector shall notify the permit holder in writing to cease until the inconsistency is eliminated. The inspector shall make the inspection within fifteen (15) days of notification.
B. 
Inspection Two. The Building Inspector shall inspect the building site just prior to placement of the lowest floor of the structure. The permit holder is obligated to notify the Building Inspector just prior to placement of the lowest floor. The Building Inspector shall make the inspection to verify the type of foundation, height of floor is as per plans submitted. The Building Inspector shall fill out a form similar to the sample checklist on file in the City offices. Any inconsistencies shall be noted on the checklist. A copy of the checklist shall be sent to the permit holder. In the event the ground inspection is inconsistent with proposed plans, the Building Inspector shall notify the permit holder in writing to cease until the inconsistency is eliminated. The inspector shall make the inspection within three (3) days of notification.
C. 
Inspection Three. The Building Inspector shall inspect the building site near completion of the building. The permit holder is obligated to notify the Building Inspector just prior to completion to determine whether placement of fill (if any) meets standards, enclosures below lowest floor have adequate number of openings and are adequately sized, breakaway walls, etc. The Building Inspector shall fill out a form similar to the sample checklist on file in the City offices. Any inconsistencies shall be noted on the checklist. A copy of the checklist shall be sent to the permit holder. In the event the ground inspection is inconsistent with proposed plans, the Building Inspector shall notify the permit holder in writing to cease until the inconsistency is eliminated. The inspector shall make the inspection within three (3) days of notification.
D. 
Damage Assessment. In the event of a flood of major proportions which is called a disaster, the following damage assessment will be utilized:
1. 
The Floodplain Manager will proceed as follows:
a. 
Make a list of damaged facilities;
b. 
Inspect each facility for extent of damages;
c. 
Make a detailed list of damage, such as foundations, basement floors, walls, cabinets, built-in appliances, furnaces, air-conditioners, roofs and any other damage that can be determined;
d. 
Attempt to ascertain a total damage cost for each facility;
e. 
Request the assessed value of each facility or structure from the County Assessor;
f. 
Make a determination by comparing cost of repair or replacement to Assessor's value as to whether the facility is substantially damaged;
g. 
Use the permit procedures for all applications for repair or constructions.
E. 
Additional And Final Inspections. There shall be an inspection made upon notification by permit holder after notification by Building Inspector of an inconsistency. There shall further be a final inspection upon notification by permit holder of completion to verify consistency to plans submitted. The Building Inspector shall, after each inspection for an inconsistency, note on the inspection checklist the inconsistency found, how the inconsistency was corrected and when. The final inspection if satisfactory shall be noted on the permit.

Enforcement of a violation shall be as set forth in Chapter 405 of the Municipal Code of the City of New Haven, Missouri.

Parties may make a request for variances in this administrative process in the manner set forth in Chapter 405 of the Municipal Code of the City of New Haven, Missouri.

The records of the Building Inspector shall be kept in the offices of the City Clerk of the City of New Haven, Missouri.

The Building Inspector shall insure that all amendments and modifications of the floodplain maps shall be promptly filed with the floodplain map and adequate copies are kept at City Hall for use of the public. The City Clerk shall prepare for the Floodplain Manager a biennial report to FEMA all changes in the floodplain which shall be signed by the Building Inspector as Floodplain Manager.
