A. 
The user charge shall generate adequate annual revenues to pay the costs of annual operations and maintenance including replacement and to pay the costs of debt obligations associated with financing the water system.
B. 
The total user charge collected which is designated for the operation and maintenance including replacement purposes shall be deposited in the fund known as the Water Fund.
C. 
A portion of the total user charge collected shall be transferred to a line item known as Repair and Replacement.
1. 
The Repair and Replacement line item shall be designated for the purpose of ensuring replacement needs over the useful life of the water system. Transfers in the Repair and Replacement line item shall be made at least annually from the total user charge collected in the amount of eighty thousand dollars ($80,000.00).

A. 
Each user shall pay for the services provided by the City based on their use of the water system as determined by water meter(s) acceptable to the City.
B. 
All monthly user charges will be based on monthly water usage. This usage shall be determined by the individual water meter.
C. 
For the period beginning July 1, 2023, and running through June 30, 2024, for all users located within the corporate limits of the City of New Haven, the following user charges shall apply:
1. 
The minimum charge per month shall be eleven dollars and eighty-seven cents ($11.87).
2. 
In addition each user shall pay a user volume charge as follows:
a. 
For the first zero (0) to three thousand (3,000) gallons, or portion thereof: three dollars and thirty-six cents ($3.36) per one thousand (1,000) gallons.
b. 
For the next three thousand one (3,001) to ten thousand (10,000) gallons, or portion thereof: five dollars and seven cents ($5.07) per one thousand (1,000) gallons.
c. 
For the next ten thousand one (10,001) to fifty thousand (50,000) gallons, or portion thereof: three dollars and ninety-four cents ($3.94) per one thousand (1,000) gallons.
d. 
For the next fifty thousand one (50,001) to one hundred thousand (100,000) gallons, or portion thereof: two dollars and ninety-three cents ($2.93) per one thousand (1,000) gallons.
e. 
For one hundred thousand one (100,001) gallons plus, or portion thereof: two dollars and twenty-nine cents ($2.29) per one thousand (1,000) gallons.
D. 
For all water users located outside the corporate limits of the City of New Haven, the minimum charge shall be one and one-half (1.5) times the current minimum charge for users located inside the corporate limits, and the user volume charge shall be one and one-half (1.5) times the current user volume charge for users located outside the corporate limits.

A. 
A customer's wastewater usage bill may be adjusted in the event of a water line break on or about the customer's property. The following policy shall apply:
1. 
The customer must have experienced a water line break at the customer's water service location.
2. 
The customer must provide sufficient evidence and / or documentation that a water line break has occurred. The City reserves the right to inspect the customer's water service to determine the circumstances of the water line break.
3. 
The customer must file a written request for user charge adjustment with the City.
4. 
Upon review of the information provided by the customer, the City may adjust the wastewater user charges in the following manner:
a. 
The customer's wastewater usage for the previous three (3) months will be totaled, and an average usage per month will be determined. The customer will be charged for this average usage amount for the month in which the water line break occurred.
b. 
In the event a customer has not established service for three (3) or more months prior to the water line break, the City shall adjust wastewater charges by estimating the usage for an average customer in the same customer class as that of the customer requesting adjustment.
c. 
The customer shall remain responsible for all water charges which are incurred as a result of the water line break. The adjustment as herein authorized shall apply to wastewater charges only.

The City shall review the user charge system annually and revise user charge rates as necessary to ensure that the system generates adequate revenues to pay the costs of operation and maintenance including replacement and to pay the costs of debt obligations associated with financing the water system.

B. 
The total user charge collected which is designated for the operation and maintenance including replacement purposes shall be deposited in the fund known as the Sewer Fund.
C. 
That a portion of the total user charge collected shall be transferred to a line item known as Repair and Replacement.

A. 
Each user shall pay for the services provided by the City based on their use of the wastewater collection and treatment works as determined by water meter(s) acceptable to the City.
B. 
For residential contributors, monthly user charges shall be a flat fee based on average monthly water usage during the months of January, February and March. This average winter water use shall be used to compute residential sewer billings each April for the next twelve (12) month period. If a residential contributor has not established a January, February and March average, their monthly bill shall be the median charge of all other residential contributors. This provision shall go into effect with the April, 2020, billing cycle.
C. 
For industrial and commercial contributors, user charges shall be based on water used during the current month. If a commercial or industrial contributor has a consumptive use of water, or in some other manner uses water which is not returned to the wastewater collection system, the user charge for that contributor may be based on wastewater meter(s) or separate water meter(s) installed and maintained at the contributor's expense, and in a manner acceptable to the City.
D. 
For all users of the City wastewater system, for the period beginning July 1, 2023, and running through June 1, 2024, the following user charges shall apply:

2. 
In addition, each contributor shall pay the following user charge(s):
a. 
For the first one hundred thousand (100,000) gallons of monthly water consumption, a rate of five dollars and eighty-five cents ($5.85) per one thousand (1,000) gallons, or fraction thereof.
b. 
For all monthly water consumption in excess of one hundred thousand (100,000) gallons, a rate of three dollars and ninety-five cents ($3.95) per one thousand (1,000) gallons, or fraction thereof.
E. 
Any user which discharge any toxic pollutants which cause an increase in the cost of managing the effluent or the sludge from the City's treatment works, or any user which discharges any substance which singly or by interaction with other substances causes identifiable increases in the cost of operation, maintenance, or replacement of the treatment works, shall pay for such increased costs. The charge to each user shall be as determined by the responsible plant operating personnel and approved by the Board of Aldermen.

F. 
The user charge rates established in this Article apply to all users of the City's treatment works, regardless of the user's location.
