There is hereby enacted a new ordinance to be entitled and known
as the "City Election Law".

A.
On the
first (1st) Tuesday after the first (1st) Monday in April of 2002,
an election shall be held each year for the election of one (1) Alderman
from each ward for a term of four (4) years and for the election of
the Mayor, the Collector and the Marshal for a four (4) year term
at the expiration of each such officer's current four (4) year term
and every four (4) years thereafter.
B.
On the
first (1st) Tuesday after the first (1st) Monday of in April of 2003,
an election shall be held each year for the election of one (1) Alderman
from each ward for a term of four (4) years at the expiration of each
Alderman's current four (4) year term and every four (4) years thereafter.
C.
No person
shall be an Alderman unless he/she be at least twenty-one (21) years
of age, a citizen of the United States, and a inhabitant and resident
of the City for one (1) year next preceding the date of his/her election,
and a resident, at the time he or she files and during the time he
or she serves, of the ward from which he or she is elected.
D.
No person
shall be the Mayor unless he/she be at least twenty-five (25) years
of age, a citizen of the United States and a resident of the City
at the time of and for at least one (1) year preceding his/her election.
E.
No person
shall be elected Marshal unless he/she be at least twenty-one (21)
years of age or older.
No person shall be a candidate for municipal office unless such
person complies with the provisions of Section 115.346, RSMo., regarding
payment of municipal taxes or user fees.

A.
Any person
who desires to become a candidate for an elective City office at the
general City election shall file with the City Clerk, not prior to
the hour of 8:00 A.M., on the sixteenth (16th) Tuesday prior to, nor
later than 5:00 P.M., on the eleventh (11th) Tuesday prior to the
next City municipal election, a written declaration of his/her intent
to become a candidate at said election. The City Clerk shall keep
a permanent record of the names of the candidates, the offices for
which they seek election, and the date of their filing, and their
names shall appear on the ballots in that order.
B.
The City
Clerk shall, on or before the sixteenth (16th) Tuesday prior to any
election at which City offices are to be filled by said election,
notify the general public of the opening filing date, the office or
offices to be filled, the proper place for filing, and the closing
filing date of the election. Such notification may be accomplished
by legal notice published in at least one (1) newspaper of general
circulation in the City.
In City elections, the City Clerk shall notify the St. Louis
County Board of Election Commissioners prior to 5:00 P.M. on the tenth
(10th) Tuesday prior to any City election except as noted in Section
115.125.1, RSMo. The notice shall be in writing, shall specify that
the Board of Aldermen is calling the election, the purpose of the
election, the date of the election, and shall include a certified
copy of the legal notice to be published including the sample ballot.
The notice and any other information required by this Section may,
with the prior notification to the election authority receiving the
notice, be accepted by facsimile transmission prior to 5:00 P.M. on
the tenth (10th) Tuesday prior to the election, provided that the
original copy of the notice and a certified copy of the legal notice
to be published shall be received in the office of the election authority
within three (3) business days from the date of the facsimile transmission.

The Board of Election Commissioners of St. Louis County shall
be responsible for the conduct of the election and shall certify the
results thereof to the City Clerk.

A.
The City
of Woodson Terrace is hereby redistricted and new ward boundaries
are established as provided herein and as shown on the "Ward Boundary
Map 1982", which is incorporated herein and made a part of this Article
and held on file in the City offices.
B.
The new
boundaries of the four (4) wards of the City of Woodson Terrace are
as follows:
1.
Ward One. All of the territory within the westerly and southerly
City limits lines, and the following: the intersection of Woodson
Road with a northern boundary of Lot 58, Block 2 of Woodson Terrace
Subdivision, thence westwardly along the northern boundaries to the
northern boundary of Lot 33, Block 3 of Woodson Terrace Subdivision,
thence southwardly on the western border of Lot 33, Block 2 of Woodson
Terrace Subdivision, continuing across Bataan Drive to the western
boundary of Lots 34 & 35, Block 1 of Woodson Terrace Subdivision
and the western boundary of Lot 27 Block 1 of Lambert Terrace Subdivision
and continuing southwardly over Harold Drive to a point in the southern
boundary of Lot 23, Block 4 of Lambert Terrace Subdivision, thence
westwardly along rear lot lines of Block Four (4) of Lambert Terrace,
thence westwardly along said rear lot lines and its prolongation northwardly
to its intersection with the centerline of Harold Drive, thence westwardly
along the centerline of Harold Drive to its intersection with the
centerline of Edmundson Road, thence northwardly along the centerline
of Edmundson Road at its intersection with the prolongation eastwardly
of the north line of Woodson Gardens Subdivision, thence westwardly
along said north line of the Woodson Gardens Subdivision to its intersection
with the westerly City limits lines.
2.
Ward Two. All the territory easterly of the centerline of
Woodson Road and lying southerly of the centerline of Harold Drive
to its intersection at the centerline of Herbert Avenue, thence southwardly
to the southerly City limits line; also, beginning at the point of
intersection of Woodson Road with a northern boundary of Lot 58, Block
2 of Woodson Terrace Subdivision, thence westwardly along the northern
boundaries to the north boundary of Lot 33, Block 2 of Woodson Terrace
Subdivision, thence southwardly on the western border of Lot 33, Block
2 of Woodson Terrace Subdivision, continuing across Bataan Drive to
the western boundary of Lots 34 & 35, Block 1 of Woodson Terrace
Subdivision and the western boundary of Lot 27, Block 1 of Lambert
Terrace Subdivision and continuing southwardly over Harold Drive to
a point in the southern boundary of Lot 23, Block 4 of Lambert Terrace
Subdivision, thence westwardly along rear lot lines of Block Four
(4) of Lambert Terrace, thence westwardly along said rear lot lines
and its prolongation northwardly to its intersection with the centerline
of Harold Drive, thence westwardly along the centerline of Harold
Drive to its intersection with the centerline of Edmundson Road, thence
northwardly along the centerline of Edmundson Road at its intersection
with the prolongation eastwardly of the north line of Woodson Gardens
Subdivision, thence westwardly along said north line of the Woodson
Gardens Subdivision to its intersection with the westerly City limits
lines, thence northwardly along the westerly City limits to its intersection
with the northerly City limits line, thence eastwardly along the northerly
City limits line to its intersection northwardly with the prolongation
of the centerline of Edmundson Road, thence southwardly and eastwardly
and southwardly along the centerline of Edmundson Road to its intersection
with the prolongation westwardly of the rear lot lines of Block Three
(3) of Woodson Terrace Subdivision, thence eastwardly along said rear
lot lines of Block Three (3) of Woodson Terrace Subdivision and its
prolongation eastwardly to its intersection with the centerline of
Woodson Road, thence southwardly along the centerline of Woodson Road
to the point of beginning.

Ward Three. Beginning at a point in the northerly City limits
line at its intersection with the prolongation northwardly of the
centerline of Edmundson Road, thence southwardly, eastwardly and southwardly
along the centerline of Edmundson Road to its intersection with the
prolongation westwardly of the rear lot lines of Block Three (3) of
Woodson Terrace Subdivision, thence eastwardly along said rear lot
lines of Block Three (3) of Woodson Terrace Subdivision and its prolongation
eastwardly to its intersection with the centerline of Woodson Road,
thence southwardly along the centerline of Woodson Road to its intersection
with the centerline of Harold Drive, thence eastwardly along the centerline
of Harold Drive to its intersection with the centerline of Herbert
Avenue, thence southwardly along the centerline of Herbert Avenue
to its intersection with the southerly City limits line, thence eastwardly
along the southerly City limits line to its intersection with the
easterly City limits line, thence northwardly along the easterly City
limits line to its intersection with the prolongation eastwardly of
the line dividing lots three (3) and four (4) of Woodson Plat Number
Four (4) Subdivision, thence westwardly along said line dividing said
lots three (3) and four (4) of Woodson Plat Number Four (4) to its
intersection with the centerline of Herbert Avenue, thence southwardly
along the centerline of Herbert Avenue to its intersection with the
prolongation eastwardly of the rear lot lines of the lots of Woodson
Plat No. 4 fronting Macon Avenue and Stansberry Avenue, thence westwardly
along said rear lot lines and its prolongation westwardly to its intersection
with the centerline of Boswell Avenue, thence southwardly along the
centerline of Boswell Avenue to its intersection with the centerline
of Stansberry Avenue, thence westwardly along the centerline of Stansberry
Avenue to its intersection with the centerline of Woodson Road, thence
northwardly along the centerline of Woodson Road to its intersection
with the centerline of Stansberry Avenue, thence westwardly along
the centerline of Stansberry Avenue to its intersection with the centerline
of Calvert Avenue, thence southwardly along the centerline of Calvert
Avenue to its intersection with the centerline of Margo Ann Lane,
thence westwardly along the centerline of Margo Ann Lane to its intersection
with the centerline of Edmundson Road, thence northwardly along the
centerline of Edmundson Road to its intersection with the northerly
City limits line, thence westwardly along the northerly City limits
line to the point of beginning.
4.
Ward Four. All of the territory within the westerly, northerly
and easterly City limits line, and lying north of a line beginning
at a point in the intersection of the easterly City limits line with
the prolongation eastwardly of the line dividing lots three (3) and
four (4) of Woodson Plat Number Four (4) Subdivision, thence westwardly
along said line dividing said lots three (3) and four (4) of Woodson
Plat Number Four (4) to its intersection with the centerline of Herbert
Avenue, thence southwardly along the centerline of Herbert Avenue
to its intersection with the prolongation eastwardly of the rear lot
lines of the lots of Woodson Plat Number Four (4) fronting Macon Avenue
and Stansberry Avenue, thence westwardly along said rear lot lines
and its prolongation westwardly to its intersection with the centerline
of Boswell Avenue, thence southwardly along the centerline of Boswell
Avenue to its intersection with the centerline of Stansberry Avenue,
thence westwardly along the centerline of Stansberry Avenue to its
intersection with the centerline of Woodson Road, thence northwardly
along the centerline of Woodson Road to its intersection with the
centerline of Stansberry Avenue, thence westwardly along the centerline
