If an appointed member of any board or commission of the City
shall be absent without prior excuse from three (3) or more consecutive
scheduled meetings of such board or commission, or from more than
one-half (½) the scheduled meetings in any one (1) calendar
year, such member shall be considered to have resigned and a new member
shall forthwith be appointed to fill the unexpired term of such resigned
member.

A free public library and reading room is established in the
City which shall be governed by a board of nine (9) directors in accordance
with the provisions of Sections 182.140 to 182.301 inclusive of the
Revised Statutes.
