All rooftop or ground-mounted mechanical equipment shall be
permanently and securely screened by architectural materials harmonious
with the non-residential building, except that a non-residential building
not currently in compliance shall not be required to comply until
such time as a major construction, reconstruction or alteration of
a building or portion thereof shall be commenced.
