A. 
No permit shall hereafter be granted or issued for construction of any home or dwelling place within the City limits of the City of Palmyra, and no electric heat shall be provided by the City of Palmyra for any building hereafter constructed unless the plans and specifications submitted for permit, and the building proposed to be heated shall be determined to be of energy saving construction equal to or exceeding the requirements as follows:
1. 
Floors over crawl space - Minimum insulation value of R-11 with vapor barrier on cold side.
2. 
Slab floor homes - Minimum perimeter insulation value of R-6.9.
3. 
Exterior walls - Minimum insulation value of R-13
4. 
Ceiling - Minimum insulation value of R-19.
5. 
Vapor barriers shall be installed on the warm side of all exterior walls.
6. 
All windows and exterior doors in the area to be heated shall be double-glazed or have storm doors and storm sash.
7. 
All heating and air conditioning duct work installed in crawl space shall be insulated.
8. 
Ventilation in attics shall be as follows:
a. 
With vapor barrier under ceiling insulation - One (1) square foot of vent opening for every three hundred (300) square feet of insulated ceiling area. Vapor barrier under ceiling insulation is not recommended with electric heat.
b. 
Without vapor barrier under ceiling insulation - One (1) square foot of vent opening for every one hundred fifty (150) square feet of insulated ceiling area.
9. 
Attic vents shall be a combination of eave vents and vents at ridge or gable ends or a combination of eave vents and power ventilators.

The initial determination of whether or not plans and specifications or building meet the foregoing minimum requirements shall be made by the superintendent of the Light and Water Department of the City of Palmyra. His decision may be appealed to the City Council.
