No person shall be eligible to the office of Collector of the
City of Sullivan who is not at least twenty-one (21) years of age,
a citizen of the United States, and an inhabitant and resident of
the City of Sullivan for at least one (1) year next preceding his/her
election to said office.

The Collector shall, before entering upon the duties of the
office, take and subscribe an oath or affirmation, which shall be
filed with the City Clerk, that he/she possesses all the qualifications
prescribed for the office by law, and that he/she will support the
Constitution of the United States and of this State, the provisions
of all laws of this State affecting Cities of the Fourth Class, and
this Code and other ordinances of this City, and faithfully demean
himself/herself in office.

The City Collector of the City of Sullivan shall, before entering
upon the duties of Collector of said City, enter into good and sufficient
bond, in the sum of one hundred thousand dollars ($100,000.00), conditioned
that he/she will faithfully discharge the duties of his/her office
and pay over to the City Treasurer all moneys collected by him/her
belonging to said City, in the manner prescribed by law and ordinance.

A. The
Collector shall perform all the duties specified in this Code and
shall perform such other duties as may be directed by the City Clerk
and/or Mayor.
1. It shall be the duty of the City Collector annually, on the meeting
of the Board of Aldermen in April of each year, or as soon thereafter
as may be, to make out, under oath, lists of delinquent taxes remaining
due and uncollected for each year, to be known as the "Land and Lot
Delinquent List".
2. He/she shall, annually, at the first (1st) meeting of the Board of
Aldermen, in June of each year, make a detailed report of all moneys
collectable by him/her during the year, and the amount thus collected
and the number of the persons from whom he/she failed to collect,
and the cause therefor, and perform such other duties as the nature
of his/her office or any ordinance or regulation of the City may require.
3. The City Collector shall, monthly, by the first (1st) meeting of
the Board of Aldermen for that month, make a detailed report of all
monies collected by him/her during the previous month. Such report
shall be known as the "City Collector's Monthly Report" and a copy
shall be made available to the City Clerk of the City for reconciliation
purposes as well as the Board of Aldermen.
4. The office of City Collector shall be a full-time position. The person
holding such office shall devote a minimum of forty (40) working hours
per week in the active performance of duties, exclusive of vacation
time, other allowable holidays and sick leave as provided by ordinance
or the City Personnel Code. The office of the City Collector shall
be open and available to the public for transaction of business at
all times when other City offices are regularly open to the public
for business.
5. The City Collector shall have the authority to delegate any and all
ministerial duties of his/her office to a deputy, as may be provided
from time to time by appropriate action of the Board of Aldermen,
and who has been properly appointed to such position. However, the
City Collector shall continue at all times to be primarily responsible
for the correct performance of all duties and responsibilities of
said office, and shall supervise the performance of all duties delegated
to any such deputy.

The salary of the City Collector for the City of Sullivan, Missouri,
is hereby established at forty thousand dollars ($40,000.00) per annum.

The duly elected City Collector shall receive benefits as accorded
other full-time employees of the City insofar as insurance, retirement
and social security contributions are concerned. Vacation shall be
granted at the rate of two (2) weeks per year of office held up to
a maximum of four (4) weeks.

The office of the City Collector shall be located in the City
Hall in Sullivan, or at such other place in said City as may be designated
by the Board of Aldermen.
