A.
In order to facilitate the movement of traffic and to combat the
hazards of snow and ice on snow emergency routes named herein, the
Township Manager, Chief of Police or Emergency Management Director,
or, in their absence, the officer in charge on-duty in consultation
with the Roadmaster, may declare a snow and ice emergency (snow emergency)
within the Township. Information on the existence of a snow emergency
shall be given by the Township, through radio or other available media,
and information regarding the termination of the emergency shall be
given by the use of the same media.
B.
The snow emergency declaration shall be made not less that one hour
prior to the time the snow emergency is to go into effect.
C.
After any snow emergency is declared, it shall be unlawful, at any
time during the continuance of the emergency, for any reason:

The following are designated as snow emergency routes within West
Manheim Township:

During any snow emergency, parking shall be regulated on all
Township streets (not designated snow emergency routes) as follows:
A.
During the course of the snow emergency, parking shall be prohibited
on the even-numbered side of all streets (i.e., house numbers are
even numbers) until such time as plowing and/or salting of this side
is completed.
B.
After 8:00 a.m. on the day following the declaration of a snow emergency,
and until after plowing and/or salting is completed, parking shall
be prohibited on the odd-numbered side of all streets (i.e., house
numbers are odd numbers) until such time as plowing and/or salting
is completed.
C.
The West Manheim Police Department is hereby authorized to have any
vehicle parked in violation of this section towed away and stored
at any authorized towing facility at the expense of the owner of said
vehicle.
A.
The owner or occupant/tenant of every property situated in West Manheim
Township, York County, Pennsylvania, is hereby required to remove
or cause to be removed from all sidewalks abutting such property all
snow thereon fallen and/or ice thereon formed, and shall complete
such removal within 24 hours after the snow has ceased to fall and/or
the ice to have formed. The snow and/or ice shall be removed to a
width of not less than three feet and shall not be placed on any public
street or highway. The owner or occupant/tenant shall thereafter keep
said sidewalk free and clear of all snow and/or ice.
B.
Should the snow and ice on the sidewalk pavement, or footpath, be
frozen so hard that it cannot be removed without injury to the pavement
or damaging the base of the footpath, the person having charge of
the snow and ice removal shall cause the sidewalk abutting or adjacent
to such premises to be strewn and to be kept strewn with any suitable
abrasive material, and shall as soon thereafter as the weather permits,
thoroughly clean such sidewalks.
C.
Fire hydrants shall not be covered. The owner or occupant/tenant
is required to remove or cause to be removed all snow, ice, slush,
or any combination thereof or any accumulation and/or impediment which
would limit access to, from, and/or around all of the fire hydrants
which are located on said property, so as to provide immediate access
by fire rescue personnel in cases of emergency. In cases involving
a storm, fire hydrants shall be cleared of all snow, ice, slush, or
any combination thereof within 24 hours following the storm; in any
event, any accumulation shall be removed no less than once in every
twenty-four-hour period.
D.
At all times during and after any snowstorm, it shall be prohibited
for any person to shovel, push, throw or plow snow and/or ice from
a sidewalk, driveway, lot, or any other area into any public street
or highway located within West Manheim Township, York County, Pennsylvania.
E.
Any person that fails to comply with this section shall be guilty
of a violation of this article and, upon conviction, shall be fined
as set forth below.
A.
If, at any time during a period of snow emergency declared under § 250-21, a person parks a motor vehicle or allows a motor vehicle to remain parked anywhere along a snow emergency route, the person shall be guilty of a violation of this article and, upon conviction, shall be fined as set forth in Subsection G below.
B.
If, at any time during a period of a snow emergency declared under this article, a person drives a motor vehicle upon a snow emergency route, without having that vehicle equipped with snow tires or chains, the person shall be guilty of a violation of this article and, upon conviction, shall be fined as set forth in Subsection G below.
C.
Any person who operates a motor vehicle upon any road or street or portion thereof listed in § 250-21 above, which vehicle shall become stalled upon any of the roads, streets, or portions thereof listed above during a period of a snow emergency declared as provided by the section, if such stalling shall have been by reason of failure to have such vehicle equipped with the equipment prescribed in this article, shall be guilty of a violation of this article and, upon conviction, shall be fined as set forth in Subsection G below and assessed cost for removal of said vehicle for the road or street.
D.
If, at any time during a period of a snow emergency declared under § 250-21, a person parks a motor vehicle or allows a motor vehicle to remain parked anywhere along a street, whether the even or odd side, during a period as prohibited by § 250-22, the person shall be guilty of a violation of this article and, upon conviction, shall be fined as set forth in Subsection G below.
E.
The West Manheim Police Department is hereby authorized to have any
vehicle parked in violation of this article towed away at the expense
of the owner of said vehicle.
F.
In order to assist operators of motor vehicles in determining the highways affected by this article, there shall be placed, in accordance with PennDOT regulations, on the roads and streets designated in § 250-21, above, signs reading as follows:

G.
Unless another penalty is expressly provided by the Pennsylvania
Vehicle Code, any person who shall be convicted of violating or failing
to comply with the provisions of this article before any Magisterial
District Judge shall be punishable by a fine of not more than $300,
together with the cost of prosecution and cost for towing and storing
the vehicle(s).
