A. 
Establishment. The grade of all streets, alleys and sidewalks shall be established and described by the Village Board and shall be recorded by the Village Clerk in his or her office. No street, alley or sidewalk shall be worked until the grade thereof is established.
B. 
Altering Grade Prohibited. No person shall alter the grade of any street, alley, sidewalk or public ground, or any part thereof, unless authorized or instructed to do so by the Village Board.

A. 
State Law Adopted. Sec. 66.0907, Wis. Stats., shall apply.
B. 
Ordered Required. No public sidewalk shall be removed, repaired, rebuilt or a new sidewalk constructed unless ordered by the department of public works.
C. 
Specifications.
1. 
Existing Sidewalk. Existing sidewalks shall be replaced in accordance to the Village "Design Standards and Construction Specifications" unless otherwise ordered by the department of public works.
2. 
New Sidewalks. New sidewalks where no sidewalk is existing, shall be in accordance with the Village "Design Standards and Construction Specifications" unless otherwise ordered by the department of public works.
3. 
Other Physical Specifications. All repairing, rebuilding and construction of new sidewalks shall be a minimum of four inches thick, shall be of a mix of five parts of gravel to one part of cement and shall be grooved into sections which shall constitute squares, and shall be of concrete and in accordance with the specifications of this section unless otherwise permitted by the streets committee.
D. 
Payment for Sidewalks. The property owner shall pay 100% of the cost of repair or replacement of existing sidewalks and/or new sidewalks in accordance with the Village "Design Standards and Construction Specifications" unless otherwise ordered by the department of public works. The department of public works may direct that a certain proportion of the cost of construction, reconstruction or repair be paid by the Village and the balance by abutting property owners per Section 66.0907 Wis. Statutes.
