The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance on any day except Sunday and public holidays within the districts or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified by ordinance on any day except Sundays and public holidays within the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the City Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.
In cases where an equally direct and convenient alternate route is provided, an ordinance may describe and signs may be erected giving notice thereof that no persons shall operate any commercial vehicle upon streets or parts of streets so described except those commercial vehicles making deliveries thereon.

A. 
Definitions. Unless otherwise expressly stated, the following words and terms shall, for the purposes of this Code, have the meanings shown in this Chapter.
BUS
Any motor vehicle designed, constructed, and/or used for the transportation of passengers, excluding passenger automobiles and station wagons, but including taxicabs.
COMMERCIAL MOTOR VEHICLE (as defined in the Federal Motor Carrier Safety Regulations)
Means any self-propelled or towed motor vehicle used on a highway in interstate commerce to transport passengers or property when the vehicle:
a. 
Has a gross vehicle weight rating or gross combination weight rating, or gross vehicle weight or gross combined weight, of 4,536 kg (10,001 pounds) or more, whichever is greater; or
b. 
Is designed or used to transport more than eight (8) passengers (including the driver) for compensation; or
c. 
Is designed or used to transport more than fifteen (15) passengers, including the driver, and is not used to transport passengers for compensation; or
d. 
Is used in transporting material found by the Secretary of Transportation to be hazardous under 49 U.S.C. 5103 and transported in a quantity requiring placarding under regulations prescribed by the Secretary under 49 CFR, subtitle B, chapter I, subchapter C.
FARM TRACTOR
A tractor or other form of non-muscular motive power used for transporting, hauling, plowing, cultivating, planting, harvesting, reaping, or other agricultural purposes on any farm or other private property, or used for the purpose of transporting, form one (1) farm to another, agricultural implements and farm products.
GROSS VEHICLE WEIGHT RATING (GVWR)
The maximum operating weight/mass of a vehicle as specified by the manufacturer including the vehicle's chassis, body, engine, engine fluids, fuel, accessories, driver, passengers and cargo but excluding that of any trailers.
GROSS COMBINED WEIGHT RATING (GCWR)
The total mass of a vehicle, including all trailers.
RESIDENTIAL DISTRICT
Land within the City zoned "R-1," "R-2" and "R-3," as defined in Section 405.590 of the Concordia City Code.
SEMITRAILER
Any motor vehicle, other than a pole trailer, which is designed to be drawn by another motor vehicle and is constructed so that some part of its weight rests upon the self-propelled towing motor vehicle.
TRAILER
Shall include:
a. 
Full trailer means any motor vehicle other than a pole trailer which is designed to be drawn by another motor vehicle and so constructed that no part of its weight, except for the towing device, rests upon the self-propelled towing motor vehicle. A semitrailer equipped with an auxiliary front axle (converter dolly) shall be considered a full trailer.
b. 
Pole trailer means any motor vehicle which is designed to be drawn by another motor vehicle and attached to the towing motor vehicle by means of a "reach" or "pole," or by being "boomed" or otherwise secured to the towing motor vehicle, for transporting long or irregularly shaped loads such as poles, pipes, or structural members, which generally are capable of sustaining themselves as beams between the supporting connections.
TRUCK
Any self-propelled commercial motor vehicle except a truck tractor, designed and/or used for the transportation of property.
TRUCK TRACTOR
A self-propelled motor vehicle designed and/or used primarily for drawing other vehicles and not so constructed as to carry a load other than a part of the weight of the vehicle and load so drawn.
B. 
Parking Of Commercial Vehicles On Streets Of Residentially-Zoned Districts Restricted. It shall be unlawful for any owner, agent, operator, or person in charge of any bus, semitrailer, detached trailer, motor truck, tractor, and/or truck tractor, as previously defined, or any commercial vehicle over twelve thousand (12,000) pounds gross vehicle weight, to park, store, or keep such motor vehicle on any public street, avenue, alley, or other thoroughfare, or any right-of-way in any residential district in the City of Concordia for a period in excess of one (1) hour unless engaged in legitimate loading or unloading activities.
C. 
Delivery And Construction Vehicles — Emergency Repairs.
1. 
The restrictions of Section 365.080(B) shall not apply to the temporary parking of such vehicles on a public street, avenue, alley, or other public thoroughfare adjacent to said property in residential districts, whereon construction is underway, for which a current and valid building permit has been issued by the City of Concordia and said permit is properly displayed on the premises; or whereon construction not requiring a building permit (e.g., landscaping) is underway.
2. 
The restriction of Section 365.080(B) to one (1) hour in residential districts shall not apply to routine deliveries by tradesmen, or the use of trucks in making service calls, provided that such time in excess of one (1) hour is actually in the course of business deliveries or servicing.
D. 
Penalty. Any person or persons violating this Section shall upon conviction be fined not less than twenty-five dollars ($25.00) nor more than three hundred dollars ($300.00) together with the costs of said prosecution.
