The office of City Administrator is created in and for the City of Absecon City.
[1997 Code § 3-23]
Appointment, terms of office and vacancies shall be as provided in N.J.S.A. 40A:9- 137 et seq.
[1997 Code § 3-24]
A. 
The employee in this classification directs the operation of all City departments except Police and serves as liaison with the Mayor and City Council on matters pertaining to personnel, budget, purchasing and insurance.
B. 
A special emphasis is placed on the ability of this person to deal effectively with citizens, as well as contact with other persons and agencies who have official and unofficial dealings with the City.

A. 
The employee should possess two to five years of experience on matters related to personnel administration, general management, public relations and finance.
B. 
He or she may be a resident of the State of New Jersey and may make his or her permanent residence in the City of Absecon City within six months of the date of his or her appointment and may during said term remain a resident of the City of Absecon City, all at the discretion of the Mayor and Council of the City of Absecon City.

The City Administrator shall receive as salary such sums as may be fixed and adopted by the City Council in the annual salary ordinances of the City.

The Administrator shall:
A. 
Execute and enforce the laws of the State of New Jersey, as well as ordinances and resolutions of the City of Absecon City.
B. 
Attend all meetings of Council and committees as directed, with the right to take part in discussion.
C. 
Supervise and direct business activities of all departments.
D. 
Have responsibility for the effective coordination of all City departments and agencies in his jurisdiction.
E. 
Set City policy with the approval of the Mayor and City Council.
F. 
Study, review and analyze the administrative operations of the City and perform surveys as assigned by the Mayor and Council.
G. 
Prepare and submit written periodic oral reports on matters related to prescribed studies and surveys.
H. 
Review the City insurance program pertaining to liability coverages and needs.
I. 
Handle all contractual agreements and obligations of the City and inspect or ensure compliance as stipulated.
J. 
Prepare and administer the City budget, direct all City purchasing and equipment repair and oversee the preparation of bid specifications and notices in compliance with the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.
K. 
Work with the Mayor and Council on the yearly budget, coordinating departmental budget data as it pertains to staff and equipment needs.
L. 
Keep Mayor and Council informed of all federal, state and other aid programs and prepare and administer grants specifically assigned by Mayor and Council.
M. 
Invest all funds of the municipality in accordance with regulation and report to Mayor and Council.
N. 
Administer provisions of all franchises, leases, permits and privileges granted by the City and act as agent for municipal land sales.
O. 
Enforce payment of all moneys owed the municipality unless imposed on another City official.
P. 
Review all bills and vouchers for payment and with the assistance of the City Clerk and staff prepare the same for the City Council meeting for payment.
Q. 
Supervise City payroll with assistance of the City Clerk and staff.
R. 
Handle day-to-day personnel matters related to City employees and their adherence to City rules and regulations.
S. 
Maintain department employee leave records, personnel files and records and reports of disciplinary, promotion, discharge and retirement.
T. 
Hold meetings with individuals and all department supervisors when necessary to discuss and disseminate information.
U. 
Supervise the work of subordinate employees within the department.
V. 
Direct employment procedures and recruitment and serve as liaison with departments, Mayor and Council on interviews of applicants.
W. 
Suspend and discharge subordinate personnel when necessary.
X. 
Help prepare the City Council agenda, draft preliminary ordinances and resolutions and report on various City business and special projects with the assistance of the City Clerk.
Y. 
Answer citizen complaints concerning City operations and develop solutions that are administratively sound and equitable to citizens under conforming law and policies.

Required knowledge, skills and abilities are as follows:
A. 
Thorough knowledge of municipal administrative systems and procedures, along with the budgetary principles and controls.
B. 
The ability to speak clearly and effectively and to present ideas orally and in written form.
C. 
The ability to investigate problems, analyze procedures and prepare recommendations in a straightforward, logical manner.
D. 
The ability to deal courteously and effectively with subordinates, residents and the general public.
E. 
The ability to take direction and carry out work assignments in a timely manner.
