The Chief Engineer of the City shall, each year, make and deliver
to the City Clerk a certificate, in writing, over his signature by
which he shall certify the name of each active volunteer firefighter.

Each active volunteer firefighter so certified in 1960 and thereafter
shall be entitled to receive and shall be paid in accordance with
his rank a sum as agreed to annually in the Fire Department budget
for the purpose of reimbursing him for losses incurred in his attendance
upon regular alarms or fire drills. The number of active volunteer
firefighters shall be 47, plus the Chief Engineer; Deputy Chief Engineer
and Assistant Chief Engineer.

As used in this article, the following terms shall have the
meanings indicated:
A member in good standing of the Absecon Fire Department
or Captain who has an actual recorded attendance at, and has rendered
fire service at, not less than 60% of the regular alarms of fire answered
by the Department during the 12 months next preceding the 30th day
of November each year and who is certified as an active volunteer
firefighter by the Chief Engineer. The term shall not be construed
to include the Chief Engineer, Deputy Chief Engineer or the Assistant
Engineer. The total number of alarms used in computing said percentage
may include not more than 20 fire drills called at the direction of
the Chief Engineer.
