[HISTORY: Adopted by the Town Council of the Town of Belvidere 12-19-1988 by Ord. No. 88-20 (Ch. 45 of the 1987 Code). Amendments noted where applicable.]
There shall be a Department of Public Works, the head of which shall be the Supervisor. Within the Department, there shall be the Divisions prescribed by the Code and such other divisions as the Town Council may prescribe.
Under the supervision and direction of the Mayor and Town Council, the Supervisor shall:
A. 
Administer the work of the Department.
B. 
Supervise and maintain departmental records and collect and record data for payroll and inventory controls and cost analyses.
C. 
Organize and administer a system to receive and adjust citizens' complaints with respect to services rendered by the Department.
D. 
Enforce standards and procedures for the control, use and care of all Town-owned equipment and of materials and supplies in the custody of the Department.
E. 
Operate and maintain the Town garage.
F. 
Have and exercise the duties and powers of a department head as otherwise prescribed by the Town Council or the Code.
G. 
Effective January 1, 1990, the Assistant Supervisor shall assume the duties and responsibilities of the Supervisor in his absence and shall also assist the Supervisor in his assignment of, and direct the supervision of, jobs and work sites, as well as all phases of the department's operation and related duties.

Within the Department of Public Works there shall be a Division of Street Services. Subject to the supervision and direction of the Supervisor, the Division shall:
A. 
Maintain, repair, construct and reconstruct Town streets and roads.
B. 
Clean, repair and maintain storm sewers and drains and catch basins.
C. 
Collect and remove leaves and debris from Town streets and roads, and sweep and clean such streets and roads as required.
D. 
Remove snow and ice from Town streets and roads, and spread sand, salt and other materials as required for safe use of the streets and roads.
E. 
Install, maintain and repair street signs, traffic lines and markers in accordance with Town ordinances.
F. 
Collect and dispose of recyclable materials in accordance with Town ordinances.
G. 
Trim, plant and care for Town parks, trees and greens.
H. 
Maintain, repair and clean sanitary sewer lines of the Town.
I. 
Maintain and repair playfields, playgrounds, recreational areas and facilities and the community pool, as requested and pursuant to instructions of the Mayor and Town Council.
Within the Department of Public Works, there shall be a Division of Solid Waste. Subject to the supervision and direction of the Supervisor, the Division shall collect and dispose of solid wastes from household and businesses within the Town, as otherwise provided by ordinance.
