The provisions of this article shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic or
in compliance with the directions of a police officer or official
traffic control device.
No person shall park a vehicle at any time upon any of the streets
or parts thereof described below.

A.
Parking declared unlawful. It shall hereinafter be declared unlawful
for any person, except those hereinafter enumerated, to park or be
allowed to stand any motor vehicle, bus, truck, trailer or any other
obstruction in the area north of the Municipal Building of the Village
of Hancock and south of East Front Street, also known as the Old Route
17 and also known as Route 97; and it shall further be declared unlawful
for any person, except those hereinafter enumerated, to park or be
allowed to stand any motor vehicle, bus, truck, trailer or any other
obstruction south of the Municipal Building and the East Branch of
the Delaware River, including the access driveways thereto located
on the east side of the Municipal Building, in the Village of Hancock,
County of Delaware and State of New York.
B.
Exceptions. This section shall not apply to employees of the Village
of Hancock or to persons using the Municipal Building of the Village
of Hancock for official business during business hours or by permission
of said Village for such periods of time as said use necessitates.
C.
Penalties for offenses. Any person parking or allowing to stand any
motor vehicle, bus, truck, trailer or any other obstruction, occupied
or unoccupied, shall be guilty of a violation of this chapter and
shall be subject to a fine of not more than $50 for the violation
thereof. Any person allowing any said motor vehicle, bus, truck, trailer
or any other obstruction to be parked or standing for a period of
24 hours or more or to obstruct for any period of time the removal
of snow from said parking lot or driveways thereto shall be subject
to have said motor vehicle, bus, truck, trailer or any other obstruction
removed and impounded by the Highway Department of the Village of
Hancock, and the same shall not be released to said person until the
payment by him or her of the cost, penalty and expense of said removal
and impounding and until said person has signed a release releasing
the Village, its agents and employees of any and all liability for
the removal, impounding and damage to said motor vehicle, bus, truck,
trailer or any other obstruction.
D.
Enforcement. The enforcement of said section shall be administered
by the police of the Village of Hancock, and the same are hereby authorized
to issue appropriate tickets to notify the Highway Department of said
Village in the event that removal and impounding becomes necessary
hereunder.
