A Commission known as the "St. Ann Park Commission" is hereby created and established.

A. 
The Park Commission shall consist of five (5) members, one (1) member from each of the Wards within the City and one (1) member at-large, all of whom shall be residents of the City. Members shall have been residents for one (1) whole year next preceding their appointment.

B. 
All appointments shall be for a period of five (5) years, and any member of the Commission shall be eligible for reappointment.
C. 
The term of the Chairman shall be for a period of one (1) year, and he/she shall be eligible for reappointment; provided, however, that should he/she for any reason cease to be a resident of the City during his/her term as Chairman of the Park Commission, he/she shall cease to hold such office, and the balance of the term for which he/she shall have been appointed shall be served by a duly appointed member of the Park Commission.

All appointments to the Park Commission shall be made by the Mayor with the approval of a majority of the Board of Aldermen.

The Park Commission shall be directly responsible to the Mayor and Board of Aldermen, and all of its actions shall be subject to review by the Mayor and the Board of Aldermen.

The Park Commission shall prepare, subject to approval of the Mayor and Board of Aldermen, a set of rules and regulations pertaining to the use of the parks and playgrounds within the City.

The Park Commission shall hold at least one (1) regular meeting a month. Such meetings shall be held at the Community Center or the City Hall, as determined by the Commission and shall be open to the public. A majority of the members shall constitute a quorum for the holding of such meetings.

The Park Commission shall keep written records of its meetings, both regular and special. Such records shall be available for public inspection.

A. 
The Chairman of the Park Commission shall regularly report to the Mayor and the Board of Aldermen regarding the work of the Commission, and the Commission's recommendations for improvements within the parks system.
B. 
The Commission is not empowered to enter into contracts or agreements on behalf of the City, and shall in no case act independently, but shall direct all reports and recommendations to the Board of Aldermen for action.
