The Mayor shall, before transferring title or ownership to personal property, surplus stock or equipment owned by the City, do so only upon receipt of written bids opened at a Board of Aldermen meeting.

A. 
Except as otherwise provided by law, personal property which has become obsolete and unusable, where the estimated value exceeds ten thousand dollars ($10,000.00), shall be sold by formal written contract to the highest responsible bidder, after notice set out on the City's website inviting proposals.
1. 
Bid Opening Procedure. The bid opening procedure shall be as follows:
a. 
Sealed. Bids shall be submitted sealed to the agent and shall be identified as bids on the envelope.
b. 
Opening. Bids shall be opened in public at the time and place stated in the public notice.
2. 
Rejection Of Bids. The agent shall have the authority to reject all bids or parts of bids for any one (1) or more items to be sold when the public interest will be served thereby.
3. 
Auction. At the discretion of the Mayor and Board of Aldermen, subject items may be disposed of at public auction.
