Pursuant to § 62.23(1)(a), Wis. Stats., the membership of the Village Plan Commission shall be determined as set forth in this article and shall consist of:
A. 
Two Village Trustees, who may include the Village President, nominated annually by the Village President and confirmed by a simple majority vote of the Village Board.
B. 
Five citizen members nominated by the Village President for three-year terms and confirmed by a simple majority vote of the Village Board. A citizen member may not be affiliated with a firm which provides professional services to the Village.
The Village Plan Commission shall have the powers and duties set forth in §§ 61.35 and 62.23, Wis. Stats., along with the powers and duties designated to Plan Commissions in any other statutory or Administrative Code provisions.
A. 
Functions. It shall be the function and duty of the Commission to make and adopt a master plan for the physical development of the Village, including any areas outside of its boundaries that in the Commission's judgment bear relation to the development of the Village; provided, however, that in any county where a regional planning department has been established, areas outside the boundaries of the Village may not be included in the master plan without the consent of the County Board of Supervisors.
B. 
Matters referred to the Village Plan Commission. The Village Board shall refer to the Village Plan Commission, for its consideration and report before final action is taken by the Board, the following matters: the location and architectural design of any public building; the location of any statue or other memorial; the location, acceptance, extension, alteration, vacation, abandonment, change of use, sale, acquisition of land for or lease of land for any street, alley or other public way, park, playground, airport, area for parking vehicles, or other memorial or public grounds; the location, extension, abandonment or authorization for any public utility, whether publicly or privately owned; all plats of land in the Village or within the territory over which the Village is given platting jurisdiction by Ch. 236, Wis. Stats.; the location, character and extent or acquisition, leasing or sale of lands for public or semipublic housing, slum clearance, relief of congestion, or vacation camps for children; and the amendment or repeal of any ordinance adopted pursuant to § 62.23, Wis. Stats. Unless such report is made within 30 days, or such longer period as may be stipulated by the Board, the Board may take final action without it.
A. 
Trustees. The Trustee members shall serve from the first day of May after confirmation as a Plan Commission member until May 1 of the following calendar year. Successors shall be nominated and confirmed during April after the spring election of every year.
B. 
Citizen members. Each citizen member shall serve for a term ending three years from the first day of May after their nomination and confirmation in April, each new member succeeding the current member as the term expires. The terms shall be staggered so that no more than two citizen member terms expire in any given year.
C. 
Resignation, removal and death. The Village President shall nominate a Trustee or citizen member to serve out the term of any like Commission member who resigns from office, dies while in office, or is removed from office pursuant to state statutes. Replacement nominees shall be confirmed by a simple majority vote of the Village Board.
Meetings shall be conducted in accordance with Wisconsin Statutes by a Chairperson, who is nominated annually by the Village President and confirmed by a simple majority of the Village Board.
