A. 
The improvements prescribed in this chapter are required as a condition of approval of a subdivision or land division. The required improvements described in this chapter shall be installed, furnished and financed at the sole expense of the land divider or subdivider. In the case of required improvements in a commercial or industrial area, the cost of such improvements may, at the sole discretion of the Village Board, be financed through special assessments.
B. 
Nonspecified standards. The required improvements in this chapter shall be installed in accordance with the engineering standards and specifications which have been adopted by the Village Board. Where standards and specifications have not been adopted, the improvements shall be made in accordance with good engineering practices, approved prior to the start of construction by the Village Engineer.
A. 
Engineering reports, construction plans and specifications. Preliminary engineering plans shall be submitted with the filing of the preliminary plat. At the final plat stage, or before construction begins, plans for the required improvements, conforming in all respects with the standards of the Village and Village Engineer and the ordinances of the Village, shall be prepared at the land divider's or subdivider's expense by a professional engineer registered in the State of Wisconsin, under said engineer's seal. Such plans, together with the quantities of construction items, shall be submitted to the Village Engineer for approval and for estimation of the total cost of the required improvements; upon approval, they shall become part of the required public improvement agreement. Simultaneously with the filing of the final plat with the Village, or as soon thereafter as practicable, the subdivider shall furnish copies of the construction plans and specifications.
B. 
Action by the Village and Village Engineer. The Village Engineer shall review the plans and specifications for conformance with the requirements of this chapter and other pertinent Village ordinances and design standards recommended by the Village and approved by the Village Board. If the Village or Village Engineer rejects the plans and specifications, the Village or Village Engineer shall notify the subdivider, who shall modify the plans or specifications, or both, accordingly. When the plans and specifications are corrected, the Village and Village Engineer shall approve the plans and specifications.
C. 
Construction and inspection.
(1) 
The Village shall not issue building permits until all improvements required by this chapter are satisfactorily completed.
(2) 
Prior to starting any work covered by the plans approved above, the land divider/subdivider shall obtain written authorization to start the work from the Village upon receipt of all necessary permits and in accordance with the construction methods of this chapter.
(3) 
Construction of all improvements required by this chapter shall be completed within three years from the date of approval of the final plat by the Village Board, unless the land divider/subdivider demonstrates good cause for the Village to grant an extension.
(4) 
During the course of construction, the Village and Village Engineer shall make such inspections as the Village deems necessary to ensure compliance with the plans and specifications as approved. The land divider/subdivider shall pay the actual cost incurred by the Village for such inspections. This fee shall be the actual cost to the Village of inspectors, engineers and other parties necessary to ensure satisfactory work.
D. 
Record drawings. After completion of all public improvements and prior to final acceptance of said improvements, the land divider/subdivider shall make three copies of record plans showing the actual location of all valves, manholes, stubs, sewers and water mains and such other facilities as the Village Engineer shall require. These plans shall bear the signature and seal of a professional engineer registered in Wisconsin. Village acceptance of the record drawings shall be a condition of final acceptance of the improvements and release of the financial security assuring their completion.
A. 
Construction of all nonroadway infrastructure shall be completed to Village standards within the time period required by the Village Board after final plat approval.[1]

A temporary surface meeting Village standards shall be installed over the gravel base at the time of construction. (Note: Building permits shall only be issued after installation of roadway surface.)
C. 
After one freeze-thaw cycle, curb and gutter and a binder course of asphalt complying with Village standards shall be installed. Installation shall be as follows: first year, gravel base and temporary surface; second year, binder course of asphalt. Manholes and valves shall initially be installed at the binder course level, and on the third year, a final course of asphalt complying with Village standards shall be installed after repair of any settling and adjusting manholes and valves to the finished level.[2]
