Pursuant to § 61.34, Wis. Stats., the Village Board of the Village of Sherwood for its commercial benefit and for the health, safety, welfare and convenience of the public hereby requires that all applicants for the issuance of, or renewal of, any municipal license, including alcohol beverage licenses, pay in full all outstanding, past due local taxes, assessments, forfeitures or fees as a condition of the issuance or renewal of said license.
Upon receiving a license application, the Village Clerk-Treasurer shall determine if the applicant has any outstanding, past due local taxes, assessments, forfeitures or fees. If the Clerk-Treasurer determines that the applicant has such outstanding, past due obligations, then the applicant will be notified in writing of said outstanding obligations and that issuance or renewal of the license applied for is conditioned upon payment in full of the obligations.
The applicant shall then either pay the obligations or present evidence to the Village which the applicant believes rebuts the outstanding, past due nature of the obligations. If the Village Board or the Village committee given charge of reviewing applications for the license in question determines that there are in fact outstanding, past due obligations, then it shall deny the issuance of the license. In renewal situations, the applicant shall be provided with an opportunity for a hearing, to be conducted in compliance with applicable statutory and/or constitutional due process safeguards.
