A. 
The Township of Ocean has previously established, by ordinance, both a Founder's Day Committee as well as a Recreation Commission/Committee; and
B. 
Many of the functions of these two different committees can be accomplished if these committees were combined rather than having two separate committees resulting in additional cost to the municipality. It is the intention of this article to repeal ordinances establishing the Ocean Township Founder's Day Advisory Committee and the Ocean Township Recreation Commission and/or Recreation Committee and to replace same with a new committee to be designated as the Ocean Township Recreation and Special Events Committee.
There is hereby established the Ocean Township Recreation and Special Events Committee.
The Ocean Township Recreation and Special Events Committee shall consist of nine regular members and three alternates, appointed by the Township Committee of the Township of Ocean. All members and alternate members shall be residents of Ocean Township. The Township Committee shall, on an annual basis, appoint from amongst the regular members of this Committee one person to serve as Chairperson and a second regular member to serve as Vice Chairperson, for each calendar year.
A. 
The initial term of office for three of the regular appointed members shall be for a term of three years. The initial term of office for three additional members shall be for a period of two years. The initial term of office for three additional members shall be for a term of one year. The initial term of one alternate shall be for a period of three years. The initial term for a second alternate shall be for a period of two years, and the initial term of the third alternate shall be for a term of one year. It is the intention of this article that three regular members and one alternate member shall be appointed annually in January of each year. Thereafter, all appointments of the Board's regular members and alternate shall be for terms of three years.
B. 
A vacancy on the Committee occurring otherwise than by expiration of a term shall be filed for the unexpired term by the Township Committee. With the exception of the first year of creation, all terms of shall commence on January 1 of the year of appointment and expire on December 31st of the year in which the term of office is scheduled to end.
Commencing on the date this article becomes effective, the Township Committee shall appoint nine regular members and three alternate members to the Recreation and Special Events Committee for the balance of calendar year 2014. All terms of said initial appointments shall expire on December 31, 2014. Appointments made thereafter shall be made as set forth in § 11-41 hereof.
The Ocean Township Recreation and Special Events Committee shall serve in an advisory capacity to the Township Committee of the Township of Ocean. The Township Committee shall, if it so chooses, appoint a Recording Secretary for official minutes, which Recording Secretary shall be appointed by the Township Committee annually for a term of one year. The Special Events Committee shall plan and coordinate activities for Township Events, including but not limited to Founder's Day. It shall prepare and submit to the Township Committee an annual budget for all special events, including but not limited to Founder's Day, and coordinate all recreation programs and advise as to the type and number of recreation programs to be provided by the Township of Ocean on an annual basis. It may plan and coordinate fund-raising activities for special events only at the direction of any manner prescribed by the Township Committee of the Township of Ocean. Nothing contained in this section shall authorize the committee to enter into any contract or agreement or expend, obligate or otherwise encumber funds for the Township of Ocean without the approval of the Township Committee of the Township of Ocean.
All members of the Committee shall serve without compensation.
The Township Committee of the Township of Ocean may make provisions in its budget and appropriate funds for the expenses of the Recreation and Special Events Committee as it deems necessary and appropriate based upon all priorities of the municipality. Any and all expenditures must be approved by the Township Committee of the Township of Ocean, and all funds for special events must be included in the municipal budget in accordance with the revisions of the New Jersey Local Budget Law, N.J.S.A. 48:4-1 et seq.,[1] and the rules and regulations promulgated by the Division of Local Government Services.
