Because of the existing and increasing possibility of the occurrence of disasters of unprecedented size and destructiveness resulting from enemy attack, sabotage or other hostile action, or from fire, flood, earthquake or other natural causes, and in order to ensure that preparations of this Borough will be adequate to deal with such disasters, and generally to provide for the common defense and to protect the public peace, health and safety and to preserve the lives and property of the people of this Borough, it is hereby found and declared to be necessary:
It is further declared to be the purpose of this chapter and the policy of this Borough that all civil defense functions of this Borough be coordinated to the maximum extent with the comparable functions of the state government, including its various departments and agencies, of other municipalities and localities and of private agencies of every type, to the end that the most effective preparation and use may be made of this Borough's manpower, resources and facilities for dealing with any disaster that may occur.
The Borough Civil Defense Agency shall have and exercise all of the powers conferred by N.J.S.A. App. A:9-40 et seq., as amended and supplemented, together with any other powers which may hereafter be conferred by law upon local civil defense agencies within the territorial boundaries of the Borough.
The Mayor shall appoint a Municipal Disaster Control Director from among the residents of the municipality. The Municipal Disaster Control Director shall serve at the pleasure of the Mayor. The Director shall be responsible for the planning, activating, coordinating and the conduct of disaster control operations within the Borough of Buena.
Each Municipal Disaster Control Director shall appoint a Deputy Municipal Disaster Control Director with the approval of the Mayor. Wherever possible, such Deputy shall be appointed from among the salaried officers or employees of the Borough.
