The facility is located at Ashby Road. The site consists of one and nine-tenths (1.9) acres. The site is fenced and paved for the general public use of the site and for facilitating City equipment. Trucks enter and leave the yard waste center from Ashby Road.

The Director of Public Services has authority over the facility. The facility is actively managed by the City's Street Superintendent and staffed with one (1) part-time attendant and other Public Services employees on a temporary basis when needed.

Yard waste debris is collected by the City on a weekly basis and brought to the yard waste center. Residents are also permitted to bring their yard waste debris to the center and to pick up mulch and compost from the site.

A. 
Yard waste composting operations and mulch piles should be located away from stormwater drainage systems, and must not be located within one hundred (100) feet of a natural creek or man-made stormwater drainage channel, three hundred (300) feet from a water well or one thousand (1,000) feet from a sinkhole, under MDNR permit G97.
B. 
Compost/mulch is confined by an impervious base with curbing or otherwise stored to prevent leachate and runoff from contaminating stormwater, and to prevent stormwater drainage running into the pile.
C. 
Do not discharge leachate to stormwater. As necessary to manage leachate, design a system to collect and properly treat leachate or incorporate into the early stages of the composting process.
D. 
Materials that will pollute stormwater are collected under a roofed structure or in an enclosed dumpster.
E. 
The public is notified by signage at the facility that lists materials accepted at the facility and those unauthorized items that are not acceptable.
F. 
Attendants are on duty to monitor use of the facility and to ensure unauthorized items are not deposited by the public.
G. 
The Police Department routinely patrols the facility to prevent unauthorized dumping.
H. 
No fluids are drained into any stormwater system.
I. 
Every effort is made to ensure the facility is clean and that no unauthorized or contaminated materials are deposited at the facility.
J. 
Materials easily moved by wind must be stored in a manner to prevent the material from becoming airborne and scattered.
K. 
An emergency phone is available at the site for attendants to promptly report any problems to the supervisors or the Police.

All City employees attending to the operation or using the composting facility will undergo initial City-provided training upon employment. All employees are regularly instructed on the use of equipment and handling of problem situations.
