Regular elections for the choice of Councilmen shall be held bi-annually on the first (1st) Tuesday in April or a day set by the St. Louis County Election Board.
All elections to the Council shall be non-partisan. No party designation of any kind shall appear on the ballot.

The Council shall provide by ordinance all regulations which it considers needful or desirable for the conduct of municipal elections, for the publishing of notices of municipal elections for the prevention of fraud in such elections, and for the recount of ballots in case of doubt or fraud. All municipal elections shall be conducted by the St. Louis County Election Board.

Any person desiring to become a candidate for any elective office shall, during the filing period as set by Ordinance, pay a filing fee of twenty dollars ($20.00) and file a statement of candidacy in substantially the following form all to the City Clerk's office in City Hall during regular normal working hours:

The statements shall be numbered consecutively in the order in which they are filed for the respective offices and such names shall be listed on the ballot or voting machine in such numerical order of filing. Said fee herein required shall not be refunded.
No candidate shall file for more than one (1) municipal elective office to be balloted on at the same election.

Election returns shall be canvassed and certified by the Council at a meeting not later than forty-eight (48) hours after their receipt by the City Clerk from the Board of Election Commissioners, and the candidate receiving the highest number of votes for each office shall be declared elected. The newly elected candidates shall be inducted into office, within one (1) week after the date of the canvass and certification by the Council.

In the event two (2) or more persons shall receive an equal and the highest number of votes for the same office, another election between the candidates so tied shall be held.
The Council shall have the power to provide for the use of voting machines and to prescribe the regulations for their use.
